You will note Mr. Spenoer states you prepared a brief on this subject and he desires to discuss It with you presently. The one point that Interests me Is the paragraph In Mr. Stoddard's letter to Mr. McNamee which suggests that the government has by some law reserved the use of unappropriated waters for Its own purposes.
