    PROPOSED ORDINANCE Commissioners Fountain and Sharp, committee for recommendation on the proposed Plumbing Code Amendment amendment to the plumbing code, requested additional time before reporting. PROPOSED ORDINANCE Commissioners Fountain and Whipple, committee for recommendation on the proposed Solicitors solicitors ordinance, requested additional time before reporting. FISCAL AGENT Commissioner Bunker moved the City Manager be authorized to contact Boettcher and General Obligation Company and request them to send a representative to meet with the City as soon as Bond Issues possible relative to their proposal to act as fiscal agent for the City for the sale of general obligation bonds. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. EMERGENCY ORDINANCE Commissioner Whipple introduced and moved the adoption of the following emergency No. 664 ordinance, which was thereupon read in full, and at length, and is as follows: General Obligation Bonds AN EMERGENCY ORDINANCE PROVIDING FOR THE GIVING OF NOTICE OF THE SALE OF BONDS ^ AUTHORIZED BY THE VOTERS OF THE CITY OF LAS VEGAS AT THE GENERAL ELECTION OF MAY 3, 1955; PROVIDING FOR NOTICE OF THE SALE OF GENERAL OBLIGATION SEWER BONDS IN THE AMOUNT OF $2,000,000; PROVIDING FOR NOTICE OF THE SALE OF GENERAL OBLIGATION POLICE DETENTION BONDS IN THE AMOUNT OF $275,000; PROVIDING FOR NOTICE OF THE SALE OF GENERAL OBLIGATION FIRE EXTINGUISHING SYSTEM BONDS IN THE AMOUNT OF $400,000; PROVIDING FOR NOTICE OF THE SALE OF GENERAL OBLIGATION FIRE ALARM SYSTEM BONDS IN THE AMOUNT OF $200,000; RATIFYING ACTION PREVIOUSLY TAKEN IN CONNECTION THERE­WITH; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND DECLARING AN EMERGENCY. WHEREAS, at the general city election duly called and held on the 3rd day of May, 1955, the regularly qualified electors of the City of Las Vegas, Nevada, authorized the issuance of General Obligation Sewer Bonds in the aggregate princi­pal amount of $2,000,000, or so much thereof as may be necessary for the purpose of defraying in part, the cost of improving the existing sanitary sewer system, by acquiring sites and rights-of-way therefor and acquiring, constructing and establishing additional sanitary sewer lines, an additional sanitary sewerage disposal plant, a sanitary sewer effluent disposal system; and other appurtenances to said system; and WHEREAS, at the said election the regularly qualified electors of said city authorized the issuance of General Obligation Police Detention Bonds in the aggregate principal amount of $275,000, or so much thereof as may be necessary, for the purpose of defraying, in part, the cost of improving the police deten­tion facilities, by establishing, constructing, and otherwise acquiring Las Vegas Police Prison Buildings and a suitable site and grounds therefor and ex­tending and bettering the present Las Vegas Police Station Building in order to increase the jail facilities therefor; and WHEREAS, at the said election, the regularly qualified electors of said city authorized the issuance of General Obligation Fire Extinguishing System Bonds in the aggregate principal amount of $400,000, or so much thereof as may be necessary, for the purpose of defraying, in part, the cost of improving the municipal Fire Extinguishing System, by acquiring additional fire extinguishing equipment, and buildings therefor, together with such additional sites and grounds as may be necessary, and by improving existing fire department buildings and fire extinguishing equipment; and WHEREAS, at the said election, the regularly qualified electors of said city authorized the issuance of General Obligation Fire Alarm System Bonds in the aggregate principal amount of $200,000, or so much thereof as may be necessary for the purpose of defraying, in part, the cost of improving the Municipal Fire Ex­tinguishing System, by acquiring, constructing, and establishing an automatic fire alarm system complete with headquarters building and controls and panels; and WHEREAS, the Board of Commissioners of said City has determined and does hereby determine, that said bonds should be offered at public sale, and WHEREAS, due to the necessity of immediately placing orders for material, and purchasing and acquiring sites and rights-of-way in order to make such necessary improvements, the Board of Commissioners has determined, and does hereby declare, that an emergency exists, requiring this ordinance to take effect from and after its passage and publication in accordance with law. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, AS FOLLOWS: SECTION 1. That the Clerk of the Board of Commissioners of the City of Las Vegas be, and she hereby is authorized and instructed to have published a notice of sale of said bonds in the Las Vegas Review Journal, the official newspaper of said City, being of general circulation and published therein, once a week for four consecutive weeks by five insertions at weekly intervals. SECTION 2. That a copy of said notice, or notices, shall, at least three weeks prior to the date fixed for the sale, be mailed to the State Board of Finance, Carson City, Nevada, and the City Clerk, shall be, and she hereby is, authorized and directed to effectuate such mailing. SECTION 3. That all action heretofore taken by the Board of Commissioners and officers of the City of Las Vegas, directed toward the making of the improve­ments hereinabove mentioned, and the issuance of bonds therefor, be, and the same hereby is ratified, approved and confirmed.
