the State Engineer, and that the book cost of such water wells and incidental facilities drilled and. constructed since 1 9 3 1 is substantially less than the full book cost of all additions made to the said x«/ater production facil­ities since the year 1 9 31. The joint facility rent charges which the Commission found to be reasonable in its Opinion and Order of August 24, 1 9 5 1 , in the above entitled case did not provide for a return to the Railroad Company upon the full cost or value of all of the said improvements to the said water production facilities which have been made in the period from January 1, 1931, to December 31, 1 9 5 0 . The Water Company pays to the Railroad Company joint facility rent charges which provide for a return to the Railroad Company upon the full original cost of all of the said wa­ter production facilities of the Railroad Company. Accord­ingly the rates prescribed by the Commission in its Opin­ion and Order of August 24, 1 9 51, and in its Order made on December 7, 1951, make an insufficient allowance for that portion of the operating expenses of the Water Company which consist of the joint facility rent charges paid to the Rail­road Company. If a rehearing is granted, your petitioner will offer detailed evidence concerning the actual cost of all improvements made from January 1, 1931, to December 31, 1950, in the said water production facilities maintained and operated by the said Railroad Company. 3.
