    Mr. Frank Strong: Los .Angeles, May 27, 1940. R-070-42 In confirmation of our conversation on Saturday, May 25, regard­ing water development operations at Las Vegas, I advised Mr. Ashby by tele­phone at San Francisco that the original appropriation for these operations had been #30,000, of which #4,000 was allotted to L.V.L.& W. Co. for pipe line extension to the Ranch property, and that the remaining #26,000 had been entirely expended in the drilling of water wells Nos. 3 and 4. I also advised Mr. Ashby on the telephone that in my opinion we should proceed immediately with the contemplated expenditure of #6,000 for the development of the No. 3 (Middle) Spring, both because of the additional need for water and as a conservation measure. Mr. Ashby signified his agreement with this procedure, and we will therefore proceed with this work as originally planned.
