Bracken:' Referring to Mr. Wipprecht's letter to me of July 24th and other correspondence growing out of investigations of the Water Company£s :revenue9 : , If our interest in this regard are to bd adequately protected, it will be necess.ary that you put on an outside man who can scout the territory and keep you informed. While I understand you have authority for such a man at salary of #150 per month, I doubt if such a man as you need can be employed for any such sum; in fact, it may be necessary to go as high as # 250, and I would not consider that to be too high under existing conditions in that town.
