Campbell President, Las Vegas Valley Water District 135 South Fourth Street Las Vegas, Nevada Dear Mr. Campbellt In your letter of December 20, 1956, you have requested our opinion concerning the effect upon the Las Vegas Valley Water District, Its outstanding bonds and future bond Issues of legislation which might be enacted placing the district under the Jurisdiction of the Public Service Commission of Nevada. The Public Service Commission Act (Section 6100 et seq., N.C.L.) established a state-wide commission with power to supervise and regulate the operation of public utilities. The Act authorizes the Commission to prescribe reasonably adequate standards of service, to fix just and reasonable rates and charges, to investigate the operations of a utility, to require the keeping and filing of records, reports, rules and regulations, to require a utility to construct additions and extensions, and to provide additional service. The Las Vegas Valley Water District Act (Chapter 1 6 7 , Nevada Statutes, 19^7» as amended by Chapter 130 of Nevada Statutes 1949 and Chapter 307 of Nevada Statutes 1951) provides for the creation of the Water District as a public corporation for the purpose of supplying water within the district. The district is authorized to acquire and construct water facilities and to issue bonds to finance the same. Subject to the limitation that rates and charges shall be reasonable, the Board of Directors is required to fix water rates and charges sufficient to pay expenses of maintenance and operation, general district expenses, and principal and Interest coming due on any outstanding bonds
