PLEDGE OF ALLEGIANCE There was no flag; IV. ANNOUNCEMENTS SENATE PRESIDENT DAVY- Wants to thanks everyone for staying at the last meeting until 10:30pm and to Senator Moradkhan for taking her place. Thanks goodness we had some wonderful presidents back in the day and we get to celebrate their birthdays so no meeting next week; VICE PRESIDENT FAUSKE- We still have open justices seats and he is working on finding more qualified candidates for the positions; VICE PRESIDENT PRO-TEMPORE HALE- She will save her announcements for later; PRESIDENT MORADKHAN- Stepped out of the room and will do his announcements later; Jennifer Peck, Former Student Body President, Residential Life Coordinator for Tonopah Hall- She passes out and explains a campus leadership survey she wants everyone to complete. It will only take ten to twelve minutes to complete and is completely confidential. She instructs everyone to please keep one organization in mind throughout the survey and to go with your gut reaction. She will come back with the results in March or April; SENATE PRESIDENT DAVY- She wants the surveys back to her before the end of the meeting. Please don't let them interfere with the meeting. She wants to welcome the three new Senators. Sorry she wasn't here to witness their appointment. Please feel free to come see her at any time; PRESIDENT MORADKHAN- Passes out a revised budget. The Business Manager resigned and her last day will be Friday. Say good-bye if you want to. She will not be here tonight either; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- She will do her announcements later; IV. APPROVAL OF MINUTES SENATE PRESIDENT DAVY- We don't have any minutes ready due to copier issues; V. BOARD AND COMMITTEE REPORTS A. Senate Committee Reports None; B. Faculty Senate/University Committee Reports ( SENATE PRESIDENT PRO-TEMPORE MORADKHAN- She sits on the Search Committee for the School of Dentistry and she thinks they forgot to contact her; Business Manager Report- Pam Levins The Business Manager resigned and was not present at the meeting; Senator Zunini and some of the new justices were sworn in by Justice Veronica Marsh; Directors' Reports Jennifer Angell- Elections Everything is going as planned. She met with The Clark County Elections Board on Friday. She met with Joe Garcia and Maria to go over the Service Agreement. They are moving ahead to get things ready for the Executive Board Elections; Michael Bond- Office of Student Information He is just working on stuff for RebelPalooza including advertising on paper and on the web. New senators see him to set up your bios on the web page; A1 Heck- Nevada Student Affairs Last week was a great one! He got a chance to meet the mayor at A Civil Rights Journey Banquet. We received an award for CSUN and UNLV for helping with the event. February 8th was declared as A Civil Rights Journey Day for the rest of history by the Mayor's office. Thanks to everyone coming and for the support; SENATOR POWELL- Asks who the pictures are for; Director Heck- One is for CSUN and the other is for the university; SENATOR STEWART- She thinks Director Heck and Chris Ho did a great job; David Himmel- Rebel Radio Vice President Pro-Tempore Hale speaks on his behalf- There is nothing to report; Joseph Lucchese- Entertainment & Programming Welcome to another fun week at UNLV. Congrats to A1 for a great week! RebelPalooza is in full swing. They have given out over two hundred tickets without any flyers or radio advertisements. Tickets are free at Thomas and Mack with your student ID. Southwest Airlines is giving out free trips during the concert. Sign up for the raffle on campus and you can win them at RebelPalooza. Coach USA agreed to a monetary and radio announcement deal. The buses will run from 2:30pm-11:30pm. Any organization or Senator interested in helping should show up to the meetings in Fireside. You can see Professor Lucchese in action on Wednesdays at 3:30pm in Beam Rooml08 for TCA 376E. This is an event for the students and he wants to see everyone involved; SENATOR AMESQUITA- Wants to know when we can get handbills to hand out in our classes; Director Lucchese- He will have 10,000 flyers ready to hand out on the 25th; SENATOR STEWART- Wants to know if everything is set; Director Lucchese- Everything is set and going well; SENATOR SANDERS- Wants to know if there is any news to report to local bands that are interested in playing; Director Lucchese- There will be a separate stage for UNLV bands to perform throughout the night. Anyone interested should give him a call or send him and e-mail and arrange to give him a demo; SENATOR SANDERS- Wants to know the best way to go about it; Director Lucchese- The best way to reach him is to call. The number is on his business cards; Kelly Martinez- CSUN Services There was an organization training session on Friday and close to ninety organizations were in attendance. There is a Services Board Meeting Friday at 3:30pm; Liaison Reports Greek Advisory SENATE PRESIDENT PRO-TEMPORE MORADKHAN- The Interactive Greek Summit was held on Sunday and around eighty-five people were in attendance. Greek Leadership Day will be held next month; Multicultural Student Affairs SENATOR STEWART- MSA was also honored at the banquet on Friday night. There is a Unity Fest Committee Meeting at 11 am on Thursday; Residence Hall Association SENATOR CHAN- There was five categories of awards at the Conference they attended and UNLV won three of them, which was the maximum they could win. Out of forty schools UNLV took sixty percent of the awards. Don't forget to go to Seven tonight. It's free with your student ID. RHA is kicking off Rebel Romance Week. The events include showing Dirty Dancing and Blind Date. He wants to thanks CSUN for the active role they have taken with RHA. There is no use on spending money if students aren't going to go; Student Athletics SENATOR ZARNDT- They are working on getting together National Student Athlete Day. There is a clinic and BBQ on April 5th and 6th at the Boys and Girls Club; Student Health Advisory Committee No Representative Present; ROTC Mia Lopez- Nothing new to report. Action Item: Nomination/ Election of one (1) undergraduate student to serve as senator for the College of Business. As submitted by SENATE PRESIDENT PRO-TEMPORE MORADKHAN. (See Attachments 32- 07.1-4); SENATE PRESIDENT DAVY- You have two options for action Item A. You can choose to hear the applicants or table it another week so all those that want to apply can; SENATOR POWELL- One of the students interested in running came up to him and explained he has decided to run in the fall because when he came upstairs everyone was running around with their heads cut off; SENATOR GONZALEZ- Moves to remove from the table; Seconded by SENATOR O'DANIEL; Motion Fails 7-15-0; (SENATORS MACDONALD, IZZOLO, FAUSKE, BOWLAND, WAGNER, LLOYD, STEWART, SANDERS, LINDLEY, CHAN, SCHROCK, SALSAA, ZARNDT, MORADKHAN, AND BERRY oppose); Item is left on the table; SENATOR AMESQUITA- Wants to know if we can set up a time when applications are due now so we don't have to table this again; SENATE PRESIDENT DAVY- There was a due date, but since things got messed up last week she decided to extend it. They are due Monday by 3pm on the day of a meeting. She will accept applications for the Business seat up until the 25th of February; B. Action Item: Discussion/ Approval of Revised CSUN Budget for 2001- 2002; SENATE PRESIDENT DAVY- Point of Information: There is a n new revised budget coming around. All we have to do is amend the item inserting the new attachment; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to remove the item off the table; Seconded by SENATOR CHASIN; Move into a vote; Motion carries unanimously; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to approve; Seconded by SENATOR MACDONALD; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to amend the item inserting the new attachment; Seconded by SENATOR MACDONALD; SENATOR GONZALEZ- Wants to know if the amounts to the left of each account are what they have left to spend; SENATE PRESIDENT DAVY- That is the total budget for that particular sub-account; SENATOR GONZALEZ- Wants to know if E & P is still working with a budget of $120,000.00 for RebelPalooza; SENATE PRESIDENT DAVY- We will cover that. Wants to know if there is any other discussion regarding the amendment; Move into a vote; Motion carries unanimously; SENATOR GONZALEZ- Wants to know if Joe is working with $120,000.00; SENATE PRESIDENT DAVY- During the E-Board meeting they took accounts that they won't be using this year such as lawyer fees and moved money around. We also took extra money from the movie and comedy nights accounts to the RebelPalooza account so that it brought him up to $120,000.00. He does have a little bit extra money to play with for RebelPalooza. That was the major change. We also upped Director Martinez's budget a little bit to add for bluebooks and scantrons; PRESIDENT MORADKHAN- The new budget is $1, 024,500.00. That is about a $30,000 increase . Like Senate President Davy said we tried to do the best we could to cover areas we were lacking. Everything cut to cover E & P was cut in E & P. This is the best budget we have working at this time and he asks the Senate to please approve it; SENATOR POWELL- So it's his understanding that we aren't going to be purchasing any more scantrons this semester; PRESIDENT MORADKHAN- We are out of money in that account; SENATE PRESIDENT DAVY- We just increased the budget for scantrons and bluebooks. We were out of money, but there is money there now. As soon as we approve this budget we can order more; SENATOR POWELL- Bear with him since he has only looked at this for ten seconds. Some of these items have already been expended for; SENATE PRESIDENT DAVY-Correct. She wants to explain what this is. We set aside this money last May or June for this year. Not a whole lot has changed. We've spent a lot of this money. This is our overall budget. It doesn't reflect balances and what we've spent. This is just money we set aside for all the different accounts. This isn't what's left for us to spend; SENATOR POWELL- He doesn't know where the changes are since he doesn't have an old budget to look at; SENATE PRESIDENT DAVY- The SORCE account was increased. E & P shifted their spring money around for other events such as RebelPalooza. Elections increased a bit so we could cover both primary and general elections. We didn't erase any line items except for the lawyer's fees; PRESIDENT MORADKHAN- The last print out he received was on September 7th. The best guess is what you have in front of you to operate at this time. We shifted money internally, but the grand total really doesn't change that much; SENATE PRESIDENT DAVY- WE just shifted things we weren't going to use. Every time we change things it has to go back to the Senate for re-approval. We don't have a Business Manager who is competent or any account balances; SENATOR POWELL- We have had a Business Manager since Jim left. He wants to know the best guess on when we will have these balances ready; PRESIDENT MORADKHAN- When he gets back from Europe next year (laughter). We won't have a permanent Business Manager until after this E-Board leaves. They will try to get this together this week and figure out where the accounts stand. It's not in our job descriptions. E & P is operating on the bare minimum since we can't take from accounts that we have already spent; SENATE PRESIDENT DAVY- We've taken every bit of money we can; SENATOR POWELL- Wants to know when we will have a revised budget or a balance sheet; PRESIDENT MORADKHAN- He hopes to have it by the next Senate meeting or at least the best rough estimate. The Rebel Yell is also in the same situation; SENATOR AMESQUITA- Wants to know if the amount in Rebel Radio has changed; PRESIDENT MORADKHAN- There was cuts in those areas; SENATOR AMESQUITA- Wants to know if we fund the Rebel Yell; SENATE PRESIDENT DAVY- We have to give them a certain percentage that has already been taken out; PRESIDENT MORADKHAN- It ends up being around $91,000.00. All the money has already been transferred; SENATOR STEWART- Wants to know what it will take to get another Business Manager; PRESIDENT MORADKHAN- He understands everyone's frustration. The administration is aware of how we feel about the situation; SENATE PRESIDENT DAVY- Like Senator MacDonald said it's like a checkbook that hasn't been balanced in six months. We're doing the best we can. We know we haven't gone over budget and we're trying to monitor ourselves carefully . It's like we aren't we receiving statements from the bank. We go to the ATM, but we don't get a balance. We need to approve the overall budget before we can do things like purchase scantrons or have a spring concert; Move into a vote; Motion carries unanimously; Action Item: Discussion/ Approval of an amount not to exceed $21,000.00 to be paid to the Thomas & Mack for event supervision, ticket takers, ushers, parking attendants, security, campus police, and other miscellaneous staffing and production needs for the April 5th RebelPalooza; Contingent upon approval of the contract by the Senate. This is money that we will most likely not have to forward the entire amount. Since they are a department on campus we don't have to give them a check that amount right away. We wait until after ticket sales and determine the amount we have to pay them if anything. He has written this money into our account so we don't have to go back; Move into a vote; Motion carries unanimously; D. Action Item: Nomination/ Election of Sarah Parlow to serve on the Elections Board; SENATOR MACDONALD- Moves to open nominations; Seconded by SENATOR CHASIN; SENATOR POWELL- Asks if Sarah Parlow could please stand; SENATE PRESIDENT DAVY- Asks if Sarah is here; ( Director Angell- She did not tell Sarah to come, but Sarah did show up to the Board meeting and really wants to be on the Elections Board; SENATE PRESIDENT DAVY- Closes nominations and asks if there are any oppositions to Sarah Parlow receiving the seat; By unanimous acclimation Sarah Parlow receives the seat; C. They would like to see if become a yearly tradition; SENATOR STEWART- Wants to know if Alden Kelly will be sworn in as well; VICE PRESIDENT FAUSKE- He just didn't show up. We weren't leaving him out; PRESIDENT MORADKHAN- Happy Birthday to Cara Chasin. Senator Chan-the Rebel Yell was out of line. The BHS Annex will be closing this semester in order to complete the conversion into a computer lab. They will announce the date once the construction is finalized. He spoke with Senate President Davy and they agree that the couch should be taken out of chambers. It is a place of work and it is embarrassing when people sleep on it. He will not have student workers picking up after everyone. Senators, please pick up after your selves. The Advisory Council has also been spoken to. Please follow policy and the branches and if you have a problem with a Senator see Senate President Davy and see VP Fauske for JC Members. He appreciates everyone's hard work on the budget. He thought this year would go smoother, but it isn't directed towards anyone. Just for future reference you can't make a complaint and not leave name otherwise it can't go to Rules and Ethics; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- She is going to give her announcements now since she usually gets cuts off during Good of Senate. She needs class scheduled from Senators Stewart, Lindley, and Goatz. She has office hours from Senators Izzolo, MacDonald, Fauske, Berry, Lloyd, Gonzalez, Wagner, Zarndt, Salsaa, O'Daniel, Chasin, Sanders, Lindley, Goatz, and Zunini. She has class speeches from herself, Senators Powell, MacDonald, Chasin, Bowland, Gonzalez, Fauske, Izzolo, Amesquita, Wagner, O'Daniel, Berry, and Sanders. Those of you who just got them you have two weeks to turn them in. If for some reason you forgot to turn in your hours, speeches, or schedule please turn them in to her; SENATE PRESIDENT DAVY- She wishes everyone luck who is insane to do what they did for the last two years and run for one of these positions. Good for you. She doesn't envy you. Filing closes on Thursday. If you are crazy enough to want her job please come talk to her and she will let you know the ins and outs. She was told about a situation where a senator wouldn't get off a computer for the Senate Secretary who was doing legitimate work in Chambers. Please clean up your mess. She thought it might scare everyone when she threatened to do an ugly 3rd grade teacher thing to give everyone chores to do in chambers it would scare people off. The couch is being taken out because it is not a place to sleep, go home. One guest per person otherwise you need to go somewhere else. That was his impression and perceptions are reality. He would like to see what some of these accounts are at and it would be nice to know where our discretionary stands when people come to us asking us from more money. They are hooked up to the site and there are only a certain number of computers that can be hooked up to it at a time.
