    Mr. Kennedy advised the Commission that the Police report on these applicants was favorable. Commissioner Fountain moved that James Jr., Edward, Thomas M. and Eileen A. Costello be added to the Wholesale Beverage license of the Roach Distributing Company. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. LIQUOR LICENSE Mr. David Zenoff appeared before the Commission at this time to request the transfer Exchange of the tavern liquor license of Robert Van Santen at 105-113 Fremont to Fred Van Santen & Charlie's Atol at Charlie's Liquor Store, 1511 South Main Street and the transfer of Liquor Store Mr. Atol's package liquor license to Mr. Van Santen. Commissioner Fountain moved this exchange of licenses be approved and a tavern license issued to Fred Atol at Charlie's Liquor Store and Beer Bar, 1511 South Main and a package liquor license issued to Robert Van Santen at 104-113 Fremont provided that Mr. Van Santen immediately places this license in operation. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Commissioners Sharp passed his vote. CLAIM FOR DAMAGE Commissioner Fountain moved the claim of J.W. Mundy in the amount of $97.34 for J.W. Mundy damage to his automobile in an accident with a City vehicle, be denied. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes none. PAYROLL WARRANTS Commissioner Sharp moved that Payroll Warrants Nos. 20889 through 21417 in the net amount of $75,272.71 be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. SERVICE & MATERIAL Commissioner Whipple moved that Service and Material Warrants Nos. 1105 through WARRANTS 1249 in the total amount of $107,453.17 be approved. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. MINUTES Commissioner Fountain moved the Minutes of April 2 and 7, 1958 be approved by reference and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Not voting: Commissioner Bunker. ORDINANCE NO. 763 An ordinance entitled: AN ORDINANCE TO AMEND SECTION 5, OF ORDINANCE NO. 718, Solicitations CREATING A SOLICITATIONS REVIEW BOARD OF THE CITY OF LAS VEGAS, BY PROVIDING FOR SIX MEMBERS THEREOF, ONE OF WHOM SHALL BE A MEMBER OF THE YOUTH ADVISORY COUNCIL OF THE CITY OF LAS VEGAS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, having been reported on favorably by Commissioners Sharp and Whipple, was read in full to the Board. Commissioner Sharp moved the above entitled Ordinance No. 763 be adopted. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An ordinance to enact Rezoning Applications Z-10-57 and Z-1-58 entitled: AN ORDINANCE Rezoning - Z-10-57 TO AMEND SECTION IV OF ORDINANCE NO. 378, REFERRED TO AS SECTION 10, & Z-1-58 CHAPTER 24, OF THE LAS VEGAS CITY CODE, 1949, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONING DESIGNATION OF CERTAIN AREAS OF THE SAID MAP, was read by title and referred to Commissioners Bunker and Fountain for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 17, SECTION 11, CODE OF LAS Bus licenses VEGAS, NEVADA, 1949, PROVIDING FOR LICENSE FEES FOR PERSONS OPERATING A MOTOR TRANSPORTATION SERVICE, EXCLUSIVE OF TAXICABS, WITHIN THE CITY OF LAS VEGAS; PROVIDING OTHER MATTERS RELATING THERETO; REPEALING CONFLICTING ORDINANCES, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF was read by title and referred to Commissioners Fountain and Whipple for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO SAFEGUARD LIFE AND PROPERTY BY REGULATING 1956 Electrical Code AND PROVIDING FOR THE INSPECTION OF ELECTRICAL WIRING, DEVICES, APPLIANCES, AND EQUIPMENT:; CREATING THE OFFICE OF ELECTRICAL INSPECTOR AND PRESCRIBING HIS AUTHORITY AND DUTIES; REQUIRING THAT NO ELECTRICAL EQUIPMENT SHALL BE INSTALLED WITHOUT FIRST SECURING A PERMIT THEREFOR; ADOPTING BY REFERENCE A SPECIALIZED ELECTRICAL ORDINANCE IN TWO PARTS, PART I ESTABLISHING RULES AND REGULATIONS FOR THE CITY OF LAS VEGAS AND PART II ADOPTING THE 1956 NATIONAL ELECTRICAL CODE AS RECOMMENDED BY THE NATIONAL FIRE PROTECTIVE ASSOCIATION AND APPROVED BY THE AMERICAN STANDARDS ASSOCIATION; CREATING A BOARD OF ELECTRICAL EXAMINERS; PROVIDING FOR THE LICENSING OF PERSONS, FIRMS, OR CORPORATIONS ENGAGED IN THE BUSINESS OF ELECTRICAL CONTRACTING OR EMPLOYING ELECTRICIANS PERFORMING ELECTRICAL WORK; MAKING IT UNLAWFUL TO ENGAGE IN THE BUSINESS OF ELECTRICAL CONTRACTING OR TO UNDERTAKE THE EXECUTION OF ELECTRICAL WORK WITHOUT A LICENSE, EXCEPT AS OTHERWISE PROVIDED; MAKING IT UNLAWFUL TO SELL AT RETAIL CERTAIN ELECTRICAL PRODUCTS UNLESS SUCH PRODUCTS HAVE BEEN APPROVED BY THE ELECTRICAL INSPECTOR AND UNDERWRITERS' LABORATORIES, INC.; PROVIDING PENALTIES FOR THE VIOLATION AND REPEALING ORDINANCES 610,648,673,743 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING OTHER MATTERS PROPERTLY RELATED THERETO, was read by title and referred to Commissioners Bunker and Sharp for recommendation. 4-16-58
