McMamee: Referring to your letter March 28th and previous correspondence, In regard to form of water contract for use in our new industrial district at Las Vegas? The question of fire protection has now come up, and I am enclosing herewith Mr. Armstrong*s letter of Mareh 28th, together with Industrial Engineer Strong*s memorandum April 3rd, upon the subject. With return of enclosures, should like to have your views as to handling in the manner suggested by Mr. Strong. 1 appreciate, of course, that this really involves no legal question, but there may be some phase of it in which you may consider that the State Commission might have some interest.
