At the present time the railroad makes a monthly charge of $1,443.56 against the Land and Water Company for rental of pipe lines and other water facilities at Las Vegas. This rate was determined According to the use made during year 1931, based on operating expenses, taxes and interest on investment, and relative quanti­ties of water used. It is assumed that the railroad consumption of water since 1930 has substantially decreased, that being the year on which the use of water was consi­dered in arriving at the present charge. Likewise, it is assumed that there has been an increase in the use of water by the Land and Water Company.
