Cosy: Please ass your latter dated Las Vegas March l5th regarding Investigation RAde by you and Mr. Bracken that date of repairs necessary to water facilities at that terminal. of your letter is correct. There is enclosed a copy of memorandum dated May 36, 1931, showing how cost of producing water at Las Vegas for joint use of Land and later company and Railroad Company was arrived at for the year 1930. At the present time the railroad makes a monthly charge of $1,443.56 against the Land and Water Company for rental of pipe lines and other water facilities at Las Vegas. This rate was determined According to the use made during year 1931, based on operating expenses, taxes and interest on investment, and relative quanti­ties of water used. It is assumed that the railroad consumption of water since 1930 has substantially decreased, that being the year on which the use of water was consi­dered in arriving at the present charge. Likewise, it is assumed that there has been an increase in the use of water by the Land and Water Company. If these assumptions are correct, the present percentage division of expenses based on relative' use in the year 1930, does not properly reflect the present relation. up promptly, to see if it is not practicable to arrive at a mors accurate distribution of the expense. So doubt the enclosed formula, that was used in arriving at the apportionment of expense of the water system for the year 1930, will be helpful. water going over the weir in the water softener is not measured by meter, but it Is my understanding that an accurate record is maintained by the softener operator, so that data can be obtained as to amount of treated water used by the railroad.
