Manager Renshaw displayed a copy of the plans covering relocation of the 2 4 -inch line at the Charleston Boulevard Underpass . In response"to question, he estimated the cost at approximately $25,000, but pointed out that it was difficult to.say fust how mueh it would cast since there were a lot of contingencies* He also mentioned there was another element that might upset the estimate and that was there was only one local contractor known to be cepable of doing the work. During the following discussion, it was generally agreed that the District should proceed with the necessary work to relocate the line so that it would net be criticized .for delaying the highway department's w ork, but that it notify the highway department that the District does not assume the responsibility of paying for such relocation and would request a court ruling in the matter if necessary. Counsel could not estimate how long it would take to obtain a ruling from the court, but stated that it would definitely delay the work if the District should wait for such a ruling. However, he felt a court ruling would be required since there would be other similar projects coming up that would require relocation of District facilities. Following a further discussion, a motion was. made by Director Gedance, seconded by Director Pico, and approved by the five Directors present, that the plans and specifications for Contract N o . 25 be approved and that the Manager be authorized to advertise for bids when the plans are approved by the State Highway Department. A motion was made by Director Pico, seconded by Director Foyle, and approved by the five Directors present, that the Manager be authorized to write the State Highway Department stating the District's position in regard to payment of the project. ED PHILLIPS Ed Phillips stated that since this was probably the last formal meeting of the Board this year, he had prepared a report for the Board. However, first he wanted to clarify and editorial which appeared in the Las Vegas Sun on Thursday, November 26, which concerned him and the Board. He stated that he knew nothing about the article and was in Los Angeles at the time it was printed, but he had found out that Ala n Jarlsen had written, it .
