Gentlemen: I have been directed by the Union Pacific Rail road Company and the Las Vegas Land and Water Company, to state to you their views with regard to the proposed Ordinance providing for the construction of swimming pools and for the issuance of Bonds in the amount of fl60,000,00, which, by your published Proclamation, is to be considered by your Board at its meeting to be held February 7, 1945. with the City in regard to public Improvements of this nature, they feel that the present is not the proper time for additional large expenditures, particularly In view of the existing shortage of'labor and materials necessary to make such improvements, and in view of the fact that notwithstanding some thirty-three percent of the City revenue is derived from license fees and sources other than taxes, the City has for several years past protested the restrictions imposed on the local tax levies by the State Tax Commission, which is required to keep the total City and County levies within the #5.00 maximum Imposed by our Constitution. It is the judgment of these Companies that the present proposed proceedings should he suspended until after th® termination of the present emergency.
