LAW OFFICES OF SUBJECT O MELVENY& MYERS 433 SOUTH SPRING STREET LOS ANGELES 13 October 21st 19 5 5 HOLLYWOOD OFFICE 6920 SUNSET BOULEVARD LOS ANGELES 26 CABLE ADDRESS "MOMS" IN REPLY REFER TO B-2805-a LAS VEGAS VALLEY WATER DISTRICT Mr. Thomas A. Campbell President, Las Vegas Valley Water District 135 South Fourth Street Las Vegas, Nevada Dear Tom: In accordance with your earlier request, I am enclosing herewith the original and two copies of our opinion on the "anti-metering" law. As previously indi- cated to you, this is no "guarantee" that a court might not go off the deep end and hold the anti-metering legis- lation applicable to the District. However, as expressed in our opinion, it is our view that if a court were called upon to determine the matter it would hold that the Dis- trict is not subject to the anti-metering law. I expect to be absent on my vacation until November 14th. I will attempt to drop off and see you on my way through Las Vegas, either upon my departure or upon my return. Very truly yours, O'MELVENY & MYERS By Franklin T. Hamilton FTH:gv Encls.
