In each case, Judge Richards warned them to heed the ordi­nance or suffer the penalty if they appeared before h i m again for the same offense. The jurist pointed out that the ordinance bans lawn water­ing between the hours of m id­night and 5 a.m., and from | 9 a.m. to 6 p.m. Water users are also held liable if they permit wastage of water by letting it run into the street. ?o
