In each case, Judge Richards warned them to heed the ordinance or suffer the penalty if they appeared before h i m again for the same offense. The jurist pointed out that the ordinance bans lawn watering between the hours of m idnight and 5 a.m., and from | 9 a.m. to 6 p.m. Water users are also held liable if they permit wastage of water by letting it run into the street. ?o
