Bracken: Referring to your letter January 30^» file W 23- 3-3, In reply to my S-2^6 concerning proposed 10" main In Clark Street. The idea is to construct the 10* line connecting with the l M near Main Street and extend to the recently in­stalled 12“ line between 3rd and ^-th Streets. This 10" line will then by-pass the existing 10* line which has connections for service between Main and 3**d Streets, and will furnish adequate supply of water to the 12* line. This is one of the original recommendations of Taylor & Taylor, and conforms with the Board of Fire Under­writers* recommendation; also, it was recommended by Mr. Kahler without knowledge of the Taylor & Taylor report. I see no reason to build a larger line in order to salvage the existing 10* line and thereby incur the very con­siderable expense of making new connections. Frank^^rong
