Before this arrangement eett bo consummated we would like to have an expression fro© the Housing Authority as to whether or not you will grant us a license to use the 4M line extending along southerly edge of Blocks 4 and 8, thence Sorth on twelfth Street where it reduces to a 2* line which serves the houses facing on Fourteenth Street, as outlined In next to last paragraph of ay letter.
