RLA HAS PREPARED MAPS TO ATTACH TO PROPOSED PURCHASE CONTRACT SHOWING PROJECTS COMMENCED PRIOR AND SUBSEQUENT TO SEPTEMBER 1, 1952, WHICH ARE NOT ENTIRELY CONSISTENT WITH YOUR STATEMENTS. HIS FILES INDICATE THAT LVL&W WORK ORDER 699 WAS COMMENCED PRIOR TO SEPTEMBER 1, 1952, AS PER WHJ LETTER TO L V PEART JANUARY 5, 1953 SAYING WORK WAS COMMENCED AUGUST 18, 1952. HIS RECORDS ALSO SHOW THAT WORK ORDER 709 WAS AUTHORIZED 12/2/52 AND HE ASSUMES SOME WORK DONE UNDER THIS PRIOR TO MARCH 31, 1953.
