    1.03 Angeles - June 1, 1942 LA.* 3*4 . % f My* I* A* Mann: Referring to Mr* Wippreeht*s letter of May 28* 1942* file Ho* A~823*24, with respeot to Las Vegas Land and Water Co* opera* tlons and particularly to the section relating to the percentage of increase in population at Las Vegas as compared to the corre­sponding increase in water revenue: In my opinion the relation between increased population and increased revenue is contingent on too many conflicting or desultory factors to make such a comparison of much statistical value* fhis opinion is based upon following facts: 1* While the increase in population quoted in Mr* Jeffers* letter of May 23* 1942* namely from 8300 to 23*000 is astounding* several thousand of this new population have established their place of abode at settlements known as Midway and Whitney as well as at Boulder City and in close proximity to the new Basic Plant* none of which is served by the LVL&l Co* water system. Many others have located shacks* tents or trailers along the highways leading to the Magnesium Plant* 2 * fha influx in population has been to a great extent of a character known as transient or drifters who move from one boom town to another without burden­ing themselves with furniture or mueh personal equipment and are content to exist with a minimum of comfort* hence many families live together' with the only source of water from a faucet or hydrant and without toilet* bath or shower* fhis is particularly true la the west and H*F*M* & M* Additions* 3* A large number of single men rent rooms in apart­ments or homes which does not tend to increase water revenues inasmuch as the Water Co* receives no more revenue from a family of six persons than a family of two* We conclude that the only practical way to determine the percentage of increase in revenues enjoyed by the LVL&W Co*
