I - 6 Fourth, in a b ilit y of Water Company to place any re strictio n on water usage without passage of a City Ordinance, and lack cf any cooperation from Civic Authorities. While this has been true in the past, an Ordinance has no?/ been passed which becomes effective in June and which contains the provisions outlined in the Las Vegas Evening Review Journal of May 5, 1936, as follow s: "The Las Vegas City Commission passed for f i r s t reading an ordinance designed to prohibit the waste of water, during the summer months, and establishing penalties of $50 fin e or 25 days in j a i l fo r it s violation. Under the ordinance, the waste of water is declared to be unlawful and is defined as: 1. Permitting a hydrant, top, cock or valve connected with any water system to leak onto the ground or into the sink, bowl, to ile t or tub connected with a sewer, cesspool, sump or any other opening, after the person has been notifie d to remedy the leak. 2. Permitting the water from any water system to flow from any hose, tap, valve, hydrant, pipe or cock d ire ctly into any swwer or cesspool after notice or knowledge thereof, without f ir s t putting such water to ben eficial use. 3. Permitting or causing the water from any water system to flow into any public street or a lle y within the c ity or upon the lot or land of another after notice thereof. 4. The waste o f water in any manner by any person, corp oration or a s s o c ia tio n without f i r s t p u ttin g same to benef i c i a l use. 5. Permitting with knowledge, water to escape before ben eficial use from any pipe, drain, or other conveyor, either above or below the surface of the ground. The ordinance w ill be read for the second time at the June meeting of the board and become effective then." This w ill no doubt prove h elpful, but in order to prove effective w ill necessitate p atrollin g city to detect wastage, and examinations should be made from time to time of household f a c i l it ie s to develop whether or not leakage exists. At Rock Springs, where these things are attended to promptly due to meterage, ninety per cent of complaints investigated are due to leaks in lavatories causing excessive b i l l s .
