Adjournment MINUTES SENATE MEETING ill November 6, 1979 4:00 p.m. Moyer Student Union Building Room 203 I. Call to Order (Suspend Rules for Yearbook Pictures) The first meeting of the Consolidated Student Senate was called to order by the Senate President at 4:00 p.m. in Lounge 203 of the Moyer Student Union Building. II. Approval of Minutes 1124 There were no corrections or amendments to the Minutes of Senate Meeting 1124, therefore, they stood approved. IV. Executive Board Announcements A. Review of Senate Packet The Senate President informed the Senate that Item I on the first page of the packet is her policy concerning absences and tard.i.es. She further informed the Senate that she does call her meetings to order at cxactly 4:00 p.m. She also .informed the Senate that the Senate Preference Sheets are .in the packet and each Senator should get them turned into her by the 12th of November. She further informed the Senate that in the Senate Packet you will find the CSUN Constitution, bylaws, and all of CSUN's Operating Policy which will stand approved until this body recinds them. Vice President Wyman informed the Senate of the last USUNS Meeting that she and President Campbell attended Thursday, November 1, 1979 and she further informed the Senate that besides her and President Campbell, one of the Yell reports and four Senators went to Reno also to make a presentation before the Board of Regents stating how the students felt about the Law School. She thanked the Board of Regents that really did help her work on the Law School which were Regent Buchanan, Regent Fong, and Regent Karamanos. Minutes - Senate Meeting ill November 6, 1979 Page 2 Vice President Wyman informed the Senate that the Governmental Workshop will be held on Decemberland will possibly be held at the Frontier from 9:00 a.m. to 4:00 p.m. She informed the Senate to set this time aside now for everyone is expected to come. Senate President Pro Tempore, Marty Burzinski, informed the Senate that the next Senate Party is tentatively set for right after Thanksgiving. At this time the rules were suspended to take Yearbook pictures. (Bryan O'Shields and Bob Stamper arrived at 4:05 p.m. - excused.) Vice President Wyman informed the Senate that the candidates for the FM Radio Station Manager has now been narrowed down to six and the Radio Station Manager Search Committee is now in the process of getting recommendations from the six candidates. If anyone would like to call some of the candidates for their recommendations, please feel free to come down to the office and call. She inforn\ed the Senate that the next meeting of the Radio Station Manager Search Committee will be probably be held next week. V. Executive Board Nominations A. Judicial Council Members Vice President Wyman nominated Nick Santoro and Wayne Nippe as members of the Judicial Council. She informed the Senate that there were two more openings on the Judicial Council, and if anyone is interested in holding a position on the Judicial Council, please come down to the CSUN offices and apply. Vice President moved to approve both Nick Santoro and Wayne Nippe as members of the Judicial Council, was seconded, and passed with one opposed. VI. Committee Reports A. Appropriations Board Vice President Wyman informed the Senate that the next meeting of the Appropriations Board will be held on November 15 at 1:30 p.m. in her office. She informed the Senate that this will be a very important meeting. B. Entertainment and Programming Board Dave Gist informed the Senate that there was no meeting of the Enter-tainment and Programming Board, but he needed to bring up some business before this body. There were two items of business concerning a memorandum put in each Senator's box. The first item of business was that there is one opening on the Organizations Board for a Senator and he is accepting applications now for this position. He further informed the Senate that a nomination for this position will probably be made next week. He also informed the Senate that there are two Senate vacancies on the Entertainment and Programming Board and if anyone is interested in holding a position on one of the more active Boards of CSUN, please come down to the CSUN offices and apply. Mr. Gist also informed the Senate that CSUN will be holding a major concernt on November 30 and the Entertainment and Programming Board is now negotiating with Wham for $1,500 for the opening act and they will play from 8:00 p.m. until 10:00 p.m. A Minutes - Senate Meeting ill November 6 , 1979 Page 3 comedian will also be present at the concert from the Comedy Tonight Store to fill in between Wham and the main act v/hich will be Bryan Auger who is a Jazz artist and his price his $2,500 plus about $300 for a sound and lights writer. He informed the Senate that he still needs to sign a contract with Mr. Auger. Discussion took place and Carol Tarply moved to approve a $2,500 contract for Bryan Auger plus expenses for a sound and lights writer, and was seconded. The Senate was informed that the admission price to the concert will be $4.50 for students and $5.50 for the general public and if we can fill the ballroom then we will probably break even with this production. A vote was then taken on the main motion for approval of Bryan Auger for $2,500 plus expenses for a sound and lights writer which passed with nine in favor, seven opposed, and two abstentions. Dave Gist yeilded the floor to David Martinez to inform the Senate of some of their brainstorming ideas to get mainly the Senators to attend the events beside the rest of the student population. The Senate was informed that each Senator will receive two free comps to get into each event. The Senate was also informed that tomorrow night Jack Ross will be here for a two hour concert and he is from Nashville, Tennesse and plays the acoustic guitar. The concert will be free and will be held instead of the movie for the first showing. The Senate was informed that on the 10th of November AKA will be holding a dance. He further informed the Senate that the next Entertainment Showcase will be held on November 16th and it will be free. It will probably be featuring the Jazz ensemble. Dave Gist further informed the Senate that on November 28, Russ Marti.no and a seven piece band will be here for the blood drive and on November 29, Thursday, they will be bringing $35.00 worth of cartoons and they will be shown continuously during the blood drive. Mr. Gist reminded the Senate that the concert will be held on November 30, but they are looking into changing it to the first because there is a basketball game that night. C. Organizations Board Dave Gist read the Minutes of the last Organizations Board Meeting held on November 1, 1979. (Ray Corbett arrived at 4:42 p.m. - excused.) Kelly Campbell moved to approve the Organizations Board report as read, and was seconded. Discussion took place on the Minutes and David Martinez called for the question on the approval of the Minutes, was seconded and passed with none opposed. A vote was then taken on the approval of the last Organizations Board Meeting was read which passed unanimously. 1. Request for Recognition - Youth Auxilary, UNLV Chamber Singers, American Marketing Association, Soceity of Physics, PRSSA, University Fold Dancers, Pre-Professional, Internation Cultural Society The Senate was informed by the Senate President that Eckankar should be removed from the list of organizations to be recognized by CSUN. David Martinez moved to approve the organizations submitted for CSUN recognition as a whole, and was seconded. Discussion took place on the Minutes and a vote was taken on the motion to approve the listed organizations as a whole which passed unanimously. Elections Board Carol Tarpley informed the Senate that there was no report of the Elections Board, but they will be resuming meeting starting next Tuesday at 2:30 p.m. in one of the Lounges of the Moyer Student Union. E. Publications Board There was no report of the Pu})lications Board. F. Bylaws Committee There was no report of the Bylaws Committee. G. S.E.F. Committee Marty Burzinski read the Minutes of the last S.E.F. Meeting. Marty Burzinski moved to approve those Minutes as read, was seconded, and discussion took place. Vice President Wyman suggest to Senator Burzinski that he talk to Niles Anderson fron UNR who is head of the Computer Center up there. The Senate was informed that the next S.E.F. Committee Meeting will be held on November 13, 1979. There were no corrections to the Minutes as read, therefore, they stood approved. H. Energy Committee There was no treport of the Energy Committee, however, Vice President Wyman encouraged the Senate to put the Energy Committee on their Preference Sheets if they are interested in joining this committee. She further informed the Senate that besides car pooling the Energy Committee has formed a conservation committee to see what areas UNLV is conserving energy and they may be sending a resolution to the Physical Plant Committee dependent on their findings. I. Day Care Committee David Martinez read the Minutes of the last Day Care Committee Meeting held on November 1 and called to order by 2:40 p.m. Discussion took place on those Minutes and Vice President Wyman requested the starting costs and whatever information he can get from the Day Care Center because the President of Sparks will be trying to put together a Day Care Center started and he needs this information. J. Report on Hotline David Martinez read the Minutes of the last Hotline Meeting and he moved that the Senate transfer the $1,000 already set aside for the continuation of the counsel line for 1980 into the Hotline Account under the direction of Dr. Karhardt, and was seconded. David Martinez explained how the Hotline works for all of the new Senators. Marty Burzinski called for the question, was seconded, and passed with four opposed. A vote was then taken on the motion to transfer the $1,000 to the Hotline Account under the direction of Dr. Karhardt which passed with three opposed and five abstentions. Sandy Williams moved to reconsider this motion, and was seconded. Discussion took place and Pam Roberts called for the question, was seconded, and passed with two opposed. A vote was taken on the motion to reconsider the tranfer the $1,000 which passed with two opposed. Pam Roberts moved to table this matter until November 20, two Senate Meetings from today, to allow time for Senator Martinez to obtain the success rate of the Hotline, and was seconded. "Skip" Kelley moved to Minutes - Senate Meeting ill November 6 , 1979 Page 5 amend the motion to table to change the table for one week instead of two weeks, and was seconded. David Martinez informed the Senate that he will make himself available for two hours for the next week so he can answer any questions you may have concerning the Hotline. Pam Roberts accepted "Skip" Kelley's amendment into her motion and called for the question, was seconded, and passed with none opposed. A vote was then taken on the main motion to table for one week and passed with with four opposed and one abstention. This will be placed on the Agenda for the next Senate Meeting. K. Financial Aid Committee Pam Roberts made a report of the last Financial Aid Committee Meeting. L. Intercollegiate Athletic Council President Campbell reported on the meeting of the Intercollegiate Athletic Council. He informed the Senate, that as he had stated earlier this year, they had planned next year's homecoming game for October 25 against UNR, but the Council has decided that this game against UNR will be held either earlier or later in the season, therefore, next year's Homecoming game will not be held on October 25, 1980. Carol Tarpley informed the Senate that the Grievance Committee will be meeting tomorrow afternoon, therefore, she would like an Agenda Item to give this report next week. VII. Old Business A. Olympic Torch Bearer (from Table, Senator Burzinski Marty Burzinski moved to table this item of business for one more week in order to obtain UNR's decision on this item, as requested by several Senators at the last Senate Meeting, and was seconded. This will make this item come up at Senate Meeting 112. President Campbell then moved to amend Senator Burzinski's motion to table this for one week to table this item of business indefinitely, and was seconded. President Campbell informed the Senate that he feels that this should be funded by the Alumni Association or even the Rebel Athletic Association, but CSUN should not get involved with this. Alot of Senators felt that UNLV should not have to depend on UNR's decision with regards to what CSUN will do. "Skip" Kelley called for the question, was seconded, and passed with three opposed. A vote was then taken on the amendment to table this item of business indefinitely which failed with one in favor, one abstention, and sixteen opposed. Ray Corbett then called for the question, was seconded, and passed with one opposed. A vote was then taken on the motion to table this item for one week, until Senate Meeting 112 which passed with five opposed and one abstention. VIII. New Business Vice President Wyman stated that, not only for the old Senators, but for the new Senators also, that if money is being requested that the amount being requested be placed on the Agenda. IX. Open Discussion Carol Tarpley informed the Senate that the editor of the Coaster Mig is going around campus and speaking against the S.E.F. and he is giving Minutes - Senate Meeting ill November 6 , 1979 Page 6 out the Senators names and home telephone numbers. She feels that .it isn't his right to give out the Senators telephone numbers and should just wanted to inform the Senate of what he was doing. David Martinez reminded the Senators that if they have any questions concerning the Hotline, to please get anything to him by Friday, lie also requested that the Senate President make available to the new Senators a copy of Robert's Rules of Order. Cindy Simia reminded the Senate that Jack Ross would be here tomorrow night to give a concert. "Skip" Kelley informed the Senate that based on his contact with his constituents concerning the plus and minus grading system, he will be proposing a resolution opposing this change and the withdrawal policy. He also suggested to the Senate that we form an ad hoc committee to form a fund raising committee to get money for the Olympic Torch Bearer. Marty Burzinski informed the Senate that he has noticed that when comps are given to Senators, the Senators do not come, but give their comps to someone else, and he feels that this should not: be done. Kelly Campbell reminded all University College Senators that there will be a meeting next week at 2:30 p.m. with the University College Advisor. She also expressed her opinion that she hopes more Senators will be attending the activities held. Vice President Wyman informed the Senate that the first Young Democrat campus meeting will be held this Thursday at 7:30 p.m. At this time the Vice President passed the floor to Belinda Malone of the Youth Auxiliary. She informed the Senate that the organization operates on the high incidence of child abuse from their statistics. She further informed the Senate that Clark County is ranked fourth in the nation for child abuse. She suggested that if any of you would like to get into the program or know more about the organization, to please contact her. She also informed the Senate that on Thursday, November 8, Children's Village will be sponsoring a lecturer on child abuse from 11:30 a.m. to 12:00 p.m. which will be held at the bottom of the stairs in the Moyer Student Union. She further informed the Senate that the first meeting of the Youth Auxiliary will be held soon, so please contact her if you would like to attend. Susana Reyes informed the Senate about an internship that is open with Senator Laxalt for the Spring Semester of 1980. If anyone would like to apply, contact Dean Unrue from Arts & Letters or Dean Uardheck from Business & Economics. She also feels that it is the Senators responsibility to inform their constituents about this internship. The Senate President informed the Senate that a student has contacted her about setting up one free hour during the day, where classes aren't held, so meetings could he held during that time or events, etc. If Minutes - Senate Meeting ill November 6 , 1979 Page 7 this body is interested, this student would like to form a committee and maybe send a resolution to the Administration. A few Senators were interested in helping with this project: Ray Corbett, Sandy Williams, Bill Haldeman, "Skip" Kelley, Cindy Simia, and Dale Hulen. Bill Haldeman informed the Senate that he feels that the Senate should no longer delay the business concerning the Torch Bearer. He also informed the Senate President that she should have explained to him why is rules out of order when she does rule him out of order. Rick Oshinski congratulated Vice President Wyman for what went on in Carson City and he informed the Senate that it has been her contribution, almost single handedly, for getting the Law School where it is today. X. Adjournment Cindy Simia moved to adjourn, was seconded, and passed with two opposed.
