The refund contract with Biltmore has been prepared for submission to you. Understand grantees expect to sell other parcels of this land from time to time and not to personally develop the property. Believe general agreement with grantees here suggested and specific refund contracts with persona who develop the land from time to time will take care of the situation adequately. We are preparing a new refund rule for approval of the Public Service Commission which will relate solely to defense housing projects and which will cover the McHeil transaction, the Biltmore Homes, Ino*, and any similar housing projects, 0-187 ?
