Bennett: In accordance with our telephone conversa­tion, X enolose herewith two oopiee e&oh of the fol­lowing: (1) Twenty-five year franchise, dated Hovember 1, 1909, covering Clark'a Las Vegas Tovnsite. (2) Fifty-year pemit to use streets and alleys in Las Vegas, dated February 21, 1930. (3) Petition filed with County Constis- sloners for formation of Water District in Las Vegas Valley, with nap attached shoving outline of the District. Enclosed also is copy of Chapter 167, re-; ferred to in petition, which: (1) Grants to the Directors of the Water District the right of eminent domain with power to condemn private property on resolution by the Directors. (2) To levy taxes to pay obligations of the Water District, Including operating expenses. (3) Enpowers Directors to fix water rates, regardless of the Public Service Commission. There is attached also a newspaper clipping from last nights Review-Journal indicating election will be held on this question October 5th. A. M. Folger
