DONNELLY University of Nevada, Las Vegas Student Government CSUN Justices To: Nick Christiansen, Student Body Vice President From: Royi Moas, CSUN Chief Justice CC: Mike Amesquita, Senate President Peter Goatz, Senate President Pro Tempore David Hill, CSUN Business Manager Date: October 8, 2003 Re: Proposal for Justice Stipends For a long while, the Justices have requested some type of compensation for the services they provide the student body. To my knowledge this request has never been formally requested or rejected. The Justices believe that they are entitled to some type of stipend for their services. The Justices have expressed that their several obligations warrant a minimal stipend. Among these services are obligations such as meeting and publishing an operating policy in the beginning of the semester, confirming Senators, interpreting the constitution, being available to confirm election ballot counts, and being available at a moments call to hear cases; especially those dealing with elections. Furthermore, the Justices also take a large legal liability amongst themselves to ensure that they are performing their duties legitimately. We request that the Senate and in the future the Ways and Means Committee consider allocating funds in the form of a set stipend for each Justice who serves on any given semester. We propose that perhaps a one class (three-credit waiver) be granted or a scholarship/stipend for books be allocated. A set non-variable amount would be most appropriate for such a position. A concern presented in the past is in regards the Justices who do not follow the guidelines and uphold their responsibility to the position, which can be addressed by referring to the operating policy that prevent those type of justices from continuing to serve. Please take some time to consider this proposal and the meaning behind such a stipend/scholarship. As Chief Justice, I have promised the Council that I will continue to request funds for the Justice, something that we, as well as many others seem to favor. Such a minimal amount would speak mountains in significance and would not take away but further strengthen the legitimacy of our positions and the entire student government. Senate Bill No. 38 o'2-- . | \ Of the 33r d Session ^ INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 49 DIRECTORS/COMMITTEE MEMBERS MINIMUM WORK (Effective: May 11,1991; Revised: October 7, 1992; October 28, 1996; September 18, 2003) I. All CSUN Directors, Assistant Directors, Chairs, Vice-Chairs, and Committee members shall meet the following requirements: A. A cumulative G.P A. of 2.5 or greater if there isn't a cumulative G.P A. then this shall not apply ; B. [Prior semester G.P A. of 2.0 or greater;] C. [Completion of six (6) or more credits for the previous semester;] D. The maintenance of six (6) or more credits during the current semester. II. All Directors, Assistant Directors, Chairs, Vice-Chairs and any paid positions shall be bound by the following terms with regards to stipends and fee waivers: A. They will refund CSUN for any dropped, failed, or audited classes that CSUN has paid for in the form of fee waivers; B. They shall not receive any additional funding or stipends after termination; C. They shall reimburse CSUN for classes in the event of termination to the extent that the position was not completed. The amount will be calculated to a ration of times remaining within the semester. III. All Directors shall sign a contract stating that they will uphold the CSUN Constitution and the job description as outlined in the Senate Bylaws and Operating Policy which pertains to the position or Directorship: A. Violations shall be submitted to the Executive Board by the Vice President; B. Violations shall be handled by the Executive Board. The CSUN Vice-President shall submit a Student Code of Conduct for CSUN Officers and Officials to the Senate for approval [by majority vote]: A. The Code shall consist of: 1. The rules and regulations governing conduct of the CSUN Officials; 2. Provisions for enforcement and adjudication of the Code; 3. Rights of the accused and due process. B. The Code shall remain in effect until it is amended or rescinded by the Senate. C. Code must be submitted for approval no more than two weeks after the Vice President takes office or re-takes office, and at the beginning of each new Senate session. SENATE BYLAW 54 STUDENT GOVERNMENT CONDUCT CODE (Effective April 30, 1992; Revised: September 18, 2003) Senate Bill No. 41 o'2-- . | \ Of the 33r d Session ^ INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 57 RESIDENCE HALL ASSOCIATION LIAISON (Effective January 20, 1993; Revised: September 18, 2003) The Residence Hall Association shall designate a representative for Residence Hall Association Liaison. The representative shall be defined as a CSUN officer and as such shall be required to maintain a A. 2.0 (on a 4.0 scale) grade point average overall and per semester; B. Completion of 6 credits per semester and; C. Adherence to the CSUN Conduct Code. The representative shall be entitled to speak and participate in discussion in Senate, Executive, Judicial, and all other meetings of CSUN entities as allowed by the respective presiding officers. In addition, the representative shall be allowed to send proposals to any CSUN entity for consideration, but may not submit items to the Senate agenda. Senate Bill No. 42 o'2-- . | \ Of the 33r d Session ^ INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 58 APPROVAL OF ALL TRAVEL FOR CSUN STUDENT GOVERNMENT (Effective June 20, 1994; Revised September 6, 1995; September 18, 2003) I. Purpose This bylaw will require the CSUN Senate's approval of all travel for CSUN Student Government. II. Regulation All in-state and out-of-state the cost or the number of pa rtrtiacviepla rnetqs:u ires Senate approval prior to the trip regardless of A. Total expected expenses and a complete cost breakdown must be submitted to the Senate President forty-eight (48) hours prior to the posting of the Senate agenda in which the travel time is to be considered; B. A total cost breakdown of the travel item for consideration on the Senate agenda shall be submitted to all CSUN Senators forty-eight (48) hours prior to the Senate meeting that the item is to be considered at; C. Cost breakdown must include the following: 1. Air fare; 2. Lodging; 3. Car rental; 4. Per diem (that is deemed necessary); 5. Gifts and entertainment. III. Exceptions A. Meetings which are by nature deemed as an emergency meeting. Emergency meeting shall be defined by the Nevada Revised Statute 241.020 subsection 5; B. Special Nevada Legislative meetings, sub-committees of the Nevada Legislature or emergency meetings of the UNS Board of Regents which directly have an impact on the University Nevada students, and/or UNLV Student Government. INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: Senate Bill No. 43 Of the 33r d Session SENATE BYLAW 60 STUDENT ATHLETIC ADVISORY LIAISON (Effective: August 18, 1997; Revised: September 18, 2003) I. Purpose A. To create a liaison position that will act as representative of the Student Athletic Advisory Board (SAAB) to Student Government. II. Requirements A. The Officers of SAAB shall designate a representative who is a member of the SAAB; B. As a CSUN member, the representative will be required to maintain: 1. 2.0 (on a 4.0 scale) per semester and cumulative G.P.A.; 2. Completion of six credits per semester; 3. Adherence to the CSUN Conduct Code. HI. Duties, Powers, and Responsibilities A. The representative shall be entitled to speak and participate in Senate, Executive Board, Judicial Council, and all other meetings of CSUN entities as allowed by the respective presiding officers. B. The representative will be allowed to submit proposals, through Executive Board, to the Senate for consideration, but may not submit items to the Senate agenda. Senate Bill No. 44 Of the 33r d Session INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 61 VOTING BOOTH LOCATIONS (Effective: August 18, 1997; Revised: August 8, 2001; October 7, 2002; September 18, 2003) I. Purpose Student Voting shall be done at approved voting booth locations. The voting booths will be placed at six (6) campus locations that have the potential to be available to the largest number of students. II. Definition A. The general locations, as established by the Elections Board and with the approval of the Student Senate, are as follows: 1. One (1) booth at the Donald C. Moyer Student Union; 2. One (1) booth at the Frank and Estella Beam Hall; 3. One (1) booth at the Classroom Building Complex; 4. One (1) booth at the Lied Library; 5. Two (2) voting booths on the North side of campus North of Harmon; 6. Three (3) experimental booths. B. The three (3) booths mentioned in item six (6) are "floating" booths that are designed to be placed in experimental locations on campus. The placement of the "floating" booths are to be placed where the greatest volume of student traffic is expected. C. The placement of the "floating" booths mentioned in item six (6), will be determined by the Elections Board and approved by a simple majority of the Student Senate prior to the date of the acceptance of applications for students filing for Student Government positions. D. To change the location of any voting booth, other than the "floating" booths mentioned in item six (6), the following procedure must be followed: 1. An application for relocation must be made with the Elections Board; 2. The Elections Board must then make a recommendation to the Student Senate; 3. The new location must then be approved by a two-thirds (2/3's) vote of the Student Senate; 4. The change must be in effect prior to the date of the students filing for Student Government positions. 5. If a change in location is made this bylaw must be updated with the new location. E. Under no conditions can a voting booth be changed after the filing date, or before the end, of that election period. Of the 33 Session Senate Bill No. 45 rd INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 62 CSUN STUDENT TEACHING SCHOLARSHIP (Effective: December 15, 1997; Revised: October 5, 1998, March 26, 2001; September 18, 2003) I. At the time of formulating each CSUN fiscal budget, $7,500.00 from the total CSUN budget received from student fees shall be transferred to the UNLV Student Financial Services Department under the name of the CSUN Student Teaching Scholarships. II. The funds therein shall be awarded to students who will be enrolled in student teaching during the semester/session that they are on scholarship, as determined by the CSUN Scholarship Committee (See Bylaw 69). A. The committee shall be formed during the Spring and Fall semesters, with the Fall meeting determining Spring awards, and the Spring meetings determining Summer and Fall awards. B. The committee's final decisions must be reached by May 1 for Fall and Summer awards, and December 1 for Spring awards. C. The committee, through the assistance of the UNLV Financial Services Department, shall request, receive, and renew all application for scholarship. D. The committee shall determine scholarship winners. E. Thirty (30) scholarship of $250.00 each will be distributed in three (3) parts, ten (10) will be awarded for the Fall semester, ten (10) will be awarded for the Spring semester, and ten (10) will be awarded for the summer session. F. Any un-awarded funds will be distributed evenly among approved award G. All scholarship recipients must complete student teaching while on scholarship. recipients. H. The UNLV Student Financial Services Department will distribute all CSUN Scholarships in accordance with the University of Nevada System and UNLV guidelines. III. The student teaching scholarship will be awarded on the following basis: A. All thirty scholarships shall be awarded to continuing UNLV students who will be student teaching in Nevada. B. These awards shall be granted strictly on the following basis (most important to least important); 1. Enrollment in student teaching for the semester while on scholarship; 2. Cumulative UNLV grade point average (G.P.A.) of 3.0; 3. Candidate must have a minimum of 48 credits; 4. Campus activity and involvement at UNLV. C. CSUN officials currently receiving a stipend and/or fee waiver are eligible to compete for these scholarships, provided that they do not apply for a stipend position for the following year. D. If after receiving a scholarship, a recipient receives a fee waiver and/or stipend from CSUN Prior to the beginning of an academic semester, he/she forfeits the remainder of the scholarship; E. Any forfeited monies shall be returned to Student Financial Services for distribution in the following academic year. IV. [To override or repeal this bylaw, the following votes are required: A. A two-thirds (2/3) vote of the CSUN Executive Board; B. A two-thirds (2/3) vote of the CSUN Senate.] INRODUCED BY: Senator Cianci We the consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 63 CAREER SERVICES PROGRAM CO-SPONSORSHIP (Effective: February 23, 1998; Revised: August 24, 1999; September 18, 2003) I. Purpose To establish an ongoing co-sponsorship with Career Services that will aid in supporting the Career Connections Web Career Management System which is used by students to search for employment and internships, and serves as a guide for on-campus recruiting, resume referral, and candidate selection. II. Structure A. [Funding for this service shall be encumbered out of the CSUN 2702 account for the 1999 Fall Semester. From December 20, 1999 thereafter, funding for this co-sponsorship shall be factored into the annual CSUN budget by the incoming Executive Board. 1 Funding for this co-sponsorship shall be factored into the annual CSUN budget by the Executive Board and the Chair of the Ways and Means Committee. B. Budgeting for this service is $9000.00 per academic year to be encumbered out of the CSUN 2702 account. C. Marketing of the co-sponsorship shall be done by the Career Services Office in conjunction with the Office of Student Information. D. Thirty (30) scholarships of $250.00 each will be distributed in three (3) parts, twelve (12) will be awarded for the Fall semester, twelve (12) will be awarded for the Spring semester, and six (6) will be awarded for the Summer sessions. E. Any un-awarded funds will be distributed evenly among approved award recipients. F. A two-thirds (2/3' s) vote of the CSUN Senate.] Senate Bill No. 47 Of the 33r d Session INRODUCED BY: Senator Cianci We the consolidated Students of the University follows: i, represented in the CSUN Senate, do enact as SENATE BYLAW 67 GREEK ADVISORY LIAISON (Effective: August 9, 1999; Revised: September 18, 2003) I. Purpose A. To create a liaison position that will act as a Representative of the Greek community to CSUN Student Government. B. The Representative will be a member of Order of Omega (Greek Leadership Society) which represents all three Greek governing councils. II. Requirements A. The members of Order of Omega shall designate a Representative who is a member of Order of Omega and shall also be approved by the Greek advisor. B. As a CSUN member, the Representative shall be required to maintain: 1. 2.0 (on a 4.0 scale) per semester and cumulative G.P.A.; 2. Completion of six (6) credits per semester; 3. Adherence to the CSUN Conduct Code III. Duties, Powers, and Responsibilities of CSUN Services: A. The Representative shall be entitled to speak and participate in Senate, Executive Board, Judicial Council, and all other meetings of CSUN entities as allowed by the respective presiding officers. B. Purpose: A. To establish a standing committee to handle all CSUN scholarships. II. Membership: A. The CSUN Scholarship Committee shall consist of six (6) CSUN senators (at least one of which must be a senator from the College of Education) serving in the current session of the CSUN Senate, the Senate President, and the Student Body Vice-President and Vice-President Pro-Tempore. B. [Quorum shall consist of at least three (3) voting members and the chair.] C. The Senate shall nominate and approve the Senators to sit on the committee. D. The committee shall also nominate and approve 3 faculty members to sit on the committee as voting members. III. Chair: A. The committee shall be the Student Body Vice-President Pro-Tempore, unless he/she declines the position. In such a case, the Senate shall nominate and approve a Chair from amongst the committee members. B. The Chair shall preside over all committee meetings; C. The Chair shall assign excused/unexcused absences to members of the committee; D. The Chair shall be empowered to vote only in the case of a tie; E. The Vice-Chair will preside over the committee only in the case of the absence of the Chair. When acting as the Chair, the Vice-Chair is granted all the rights and privileges bestowed upon the Chair; G. The Vice-Chair forfeits his/her voting privileges when acting as the Chair of the committee. IV. Duties, Powers, and Responsibilities A. The committee shall assume the responsibilities of the committees in Bylaws 39 (CSUN Leadership Scholarship) and 62 (CSUN Student Teaching Scholarship), and any other scholarships for which CSUN allocates money and determines recipients. 1. The committee shall design and distribute scholarship applications in a timely manner. 2. The committee shall collect and review the scholarship applications and determine the recipients. 3. The committee shall send all applicants either a letter of congratulations or regret by US Mail within one week of deciding the recipients. 4. All deadlines and other duties, powers, or responsibilities outlined in the above bylaws must be followed. B. The committee shall hold its first meeting shall be in October. C. Addition/ Deletion of Scholarships 1. In the event that a scholarship is added or deleted this bylaw must be revised to include the particular scholarship; 2. In the event that a scholarship is to be terminated this bylaw must be revised removing the particular scholarship.
