II During the calendar year 1951 both the Water Company and the Railroad Company have made substantial capital additions to the water production and water distribution facilities at Las Vegas, Nevada, and have authorized further capital additions which are in the course of construction end which will be completed in the calendar year 1952, The rates prescribed by the Commission in its Opinion and Order of August 24, 1951, to become effective September 1, 1951, and in its Order of December 7, 1951, to become effective as of December 1, 1951, make no alloi>?ance for a return upon the cost or value of the substantial capital additions which have been made by the Water Company and the Railroad Company since January 1, 1951, and which will be completed in the calendar year 1952, If a rehearing is granted, your petitioner will offer detailed evidence concerning the cost of such capital additions made and to be made subsequent to January 1, 1951. Ill During the calendar year 1951 the cost to the Railroad Company of operating and maintaining its water production facilities and the cost to the Water Company of maintaining and operating its water distribution facilities continued to increase.
