SENATE PRESIDENT BUD BENNEMAN CALLED THE MEETING TO ORDER AT 7:08 P.M. II. ROLL CALL PRESENT ABSENT ALLISON BLOCK BOIXO CAMPBELL CHELLINO ELLIOTT (LATE) FOX GORDON HADDOCK JOHANNSSON MARTIN MCMILLIN PIDA POBST POPICK SCHWARTZ VODRAZKA Motion to override Senator Renteria's third unexcused absence; out of order because of his resignation. III. APPROVAL OF MINUTES Minutes 24-08 was ruled out of order by the Senate President. Motion to approve minutes 24-01, and 24-02 by Senator Gordon, second by Senator Allison. Senator Johannsson requested a correction in senate minutes 24-01. Correction was that she has been here for seven years. Senator Block requested a correction in senate minutes 24-02. Correction was that she felt the 2.5 GPA requirement for the Administration Committee nominee was appropriate. Motion to approve both minutes 24-01, and 24-02 carries 14-0-2, with Senator Pobst and Senator Vodrazka abstaining. ANNOUNCEMENTS On behalf of Vice President Jay Jay Held Senator Johannsson noted that three senator's composite photos were missing. Pictures will be taken next Wednesday at 6:30. If anyone has questions or problems, talk to Vice President Held. Senate President Pro Tempore, John Pida, mentioned that he was glad to see more individuals stopping by the office. He noted that the increase is due to the upcoming elections. Student body Senate President, Bud Benneman, requests that all campaigning be done outside of the office and to keep the campaign clean and professional. He also noted that there will be no Senate Meetings during Spring Break or directly following Spring Break. Benneman requests information for agendas to be done in a more timely manner. V. BOARD AND COMMITTEE REPORTS A. Senate Committee Reports Student Health Center Liason, Senator Johannsson, stated the new health building will be finished by April 1, 1994. The new building will have larger facilities to better serve the growing student body. She also stated that she would be meeting with the Health Advocate on a regular basis to get information to the Senate as well as the student body more efficiently. Chair of Constitution Revision Committee, Senator Martin, stated that he would be holding a meeting after the senate meeting. He also emphasized that the committee needs to make quorum next week in order to make ballot changes before the upcoming elections. Senator Vodrazka inquired on the allocation of Senators for the Study Programs. Fes 25 jfl wFfpgij Chair of Ways and Means Committee, Senator Martin, noted that he has been having trouble getting in touch with Zeta Theta Alpha. Therefore, Senator Martin, has not been able to take care of their funding request. Chair of Rules Committee, Senator Schwartz, stated that he would be holding a meeting after this senate meeting to take care of last minute revisions. Senator Martin inquired about the members of the Rules Committee. Chair of Campus Safety Committee, Senator Boixo, stated that she plans to have a meeting Friday. She plans to discuss getting the Brussells parking lot paved and lighted. Senator Boixo also noted that the Rebel Yell submitted a proposal to the Student Alumni Association offering advertisement for money. Senator Martin asked if the money was going to be used to help Nevada Student Affairs Assistant Director, David Turner, spoke on the upcoming 1995 legislation, and the issue of funding for higher education. He asked for volunteers to help fight the tuition battle where President Kostman and our current Election Board left off. Turner also spoke on the materialization of the Miller Jones Forum. He asked the Senators to promote the Ride Share Program and reminded everyone of the car pooling questionnaire in Thursday's paper. Turner also noted that he sent a letter to Director Lujan stating his disappointment on an event that took place February 4. Director Lujan had students from the Navajo Community College come to our university to get information on lobbying and leadership. The students didn't feel they got enough information, so President Kostman and other representatives are going to visit in March. There they will be the featured speakers. This project is expected to better the relations between our university and the neighboring universities. Senator Boixo asked why no one was informed on the visit from the students from the Navajo Communitee College. Turner noted that no one was informed until last minute, which led to the unpreparedness. Student body President Kostman further clarified the situation. He noted that he was told to speak for 30 minutes, but the students were expecting a retreat. President Kostman also stated that due to the late notice he was unable to make the event. Senate President Bud Benneman gave the speech. Senator McMillin questioned Kostman on the misunderstanding. Kostman stated what he was asked to do as opposed to what the students were expecting. Turner completed his report by passing out a test. Chair of Entertainment and Programming, President Joel Kostman, stated the hockey ticket sales were going well. He also noted that the arranging of a barbeque for the residence halls. He concluded by speaking on the Softball game coming up. A motion for a recess was made by Senator Pobst and second by Senator Vodrazka at 7:40. The vote carried unanimously. The call back to order was at 7:45. Organizations Board Director, Ed Marshall, thanked everyone for being considerate of the fact of conflicting schedules and the questions being asked without having to call a meeting. He noted the first project by the Board was successful and the evaluations he received were both positive and constructive. Marshall mentioned the project's cost was under $500.00, so it did not have to be approved. He noted the organization's meeting schedule was located above his desk for those who are interested. Senator Pobst asked Director Marshall if he was planning to get an assistant. Marshall stated he was told if he needed an assitant that he couldn't handle his job. Senator Pobst then directed the question to Senate President, Bud Benneman. Benneman stated he did not have a problem with the matter. Senator Pobst asked Director Marshall if he needed an assistant director again, Marshall said yes, but no further action was taken. Elections Board Member, Senator Johannsson, reported how many candidate were running for the perspective postions. She also noted the bios of those running will be submitted to the paper. The board's next meeting will be March 1st. Senator Pobst asked about the names that will be published. Senator Johannsson stated that due to her meeting being rushed, she didn't have all the information with her. Ted Greenhalgh arrived. Director of Student Services, Ted Greenhalgh, stated that he was up on everything. He noted legal services will begin this Thursday, and will be available every Thursday from 6:00-8:00. Greenhalgh stated that Career Day was coming up. He asked that everyone promote the event. To clear up questions regarding the shuttles, Greenhalgh stated one shuttle bus was broken which is why there were two drivers in one bus. They are both working now so there shouldn't be any more problems. Senator Pobst questioned Greenhalgh about putting service out of commission. Greenhalgh responded by saying as long as there aren't any more problems the service will continue. C. The job openinig was turned down by the perspective employee. The other employees were not pleased with the remaining candidates. Benneman stated KUNV did receive a grant extention. The grant was a step lower, but it will definetly aid in the budget problems. Benneman noted the committee had three options: appoint from in house, look at other candidates, or advertise for more applicants. Senator Pobst questioned the lower grant. Benneman replied the lower step was due to there only being four employees. VI. New Business A. Ruled out of order by Senate President because it was not on the Executive Board Agenda on time. B. There were no nominations for the senate seat for the College of Student Development. C. Nominations for the senate seat for the College of Liberal Arts were Rehan Anwar and John McFarlin. D. Nominations for the senate seat for the College of Business and Economics were John Laxague, Brian Saliba, and Gina Dinoto. E. Nominations for the senate seat for the College of Health Science were Allan Kandcer, and Mike Volkert. VII. OPEN DISCUSSION Senator Campbell said she was happy to see those who are running for the upcoming elections at the meeting. Senator Johannson asked everyone to encourage their peers to participate in the elections and to help with the elections if they had time. PAGE SEVEN Senate Meeting 24-09 Open Discussion (cont.) Senator Block said she was glad to see those who are running in the upcoming elections make the meeting. Senator Allison said he and Senator Vodrazka attended a Curriculum Committee meeting. He found out they were supposed to have received packets of information. They did not receive the information, but he made arrangements for the future. Senate President Pro Tempore Pida mentioned that he was taking suggestions on a place to have the senate retreat. He said that the earliest he could get something at Mount Charleston, that was indoors, was at the end of March, which would be too late in the semester. Senator Vodrazka asked when the Constutitional Revision committee meeting was going to have a meeting. He was concerned with the number of students per senator. He stated that he had some ideas for the committee. Senator Gordon said nice quiz, and he asked for a phone list so he could contact his committee members. He said that he was going to have a Bylaws Committee meeting. He also mentioned the Wine Club and he would have the dates to join at the next meeting. He thanked everyone for showing up and expressing interest in running for the senate. Senator Schwartz thanked everyone for showing up and he asked everyone to help the perspective secretary get used to the job. He reminded everyone on the Rules committee about the meeting after the meeting. Senator Haddock encouraged everyone to promote the upcoming elections. Senator Boixo said she attended a meeting last year where Jan Jones suggested increasing the GPA to increase the higher level of education-she said someone might what to look into that issue. She said she didn't want to thank everyone for being at the meeting, if they want to be a part of the senate that is part of their job. She also mentioned Senator Schwartz was being arrogant when he attempted to correct the Senate President before the start of the meeting. PAGE EIGHT Senate Meeting 24-09 Open Discussion (cont.) Feb 25 lOwfTM Senator Martin said the quiz David Turner passed out was insulting and asking everyone to fill it out during the senate meeting was even worse. He mentioned he only missed two Parking and Traffic committee meetings. He also said he didn't appreciate the Ways and Means bashing. Martin also suggested the Red Rock Canyon for the senate retreat. Senator McMillin announced that the National Engineering Week was next week, she encouraged everyone to stop by. She also said the Ways and Means Committee was doing better, as for making quorum. McMillin mentioned the Election Board nominees were going to be speaking at the Organizations Board meeting, March 3rd, at 5:00 p.m. She encouraged everyone to go. Senator Pobst welcomed Starla to the position of Senate Secretary. She said there wasn't a Library Committee meeting as of yet but she encouraged those that were on the committee to get'.stouch with their perspective faculty members. She also said the pop quiz given by Turner was out of line. She concluded by saying all directors should have assistant directors if they need one and it shouldn't be a problem. Senate President Bud Benneman asked that everyone keep the election clean and out of the office. He reminded those Senators to fill out their application for the Faculty Excellenc Awards and get them in Vice President Held's box so she can have a meeting. He also told Senator Gordon that he would have something for the Bylaws Committee. Benneman encouraged everyone to go to the Parking Committee meetings. He also said Parking Encforcement should change their name to "Revenue Enhancemnt" due to there disbursements of tickets. He is going to propose deregulation of parking during the breaks and Summer. He mentioned that Starla was going to be on the next agenda and that she would be a good asset. Benneman asked that if anyone should have any problems with regulation statutes to speak to him before the meetings. He concluded by thanking everyone for making the meetings and he thanked Senator Popick for asking when the meeting was going to start.
