Mr. R. E. Marks - 2- Jan. 31, 1947 and I am'not quite certain of the statutory names of your Water and Health Department but the purpose of including authority in them to file a complaint would be to raise the question in connection with the Health Department abuse of the present sewage system in and around Reno and Las Vegas, it may be desirable to leave out those two departments. I do not know whether the Water Company of Reno wholesales any water to other utilities or subdividers or whether the following suggestion is necessary in view of the wording of the present section but since we do a certain amount of wholesaling with the approval of the Commission, and through meters, consideration might be given to adding an additional paragraph, reading somewhat as follows: "Nothing in this section contained shall prohibit the installation or use of water meters in connection with the wholesale delivery or sale of water by any public utility to any municipality, district or political subdivision or to any other retail distributer of water." Referring to your letter of the 27th with respect to cabooses:1 As I advised you over the phone, our superintendent tells me that we steam clean water tanks in cabooses, whether once a month or once in five years, he would not Commit himself and we also furnish paper drinking cu£s on such cabooses and if the bill did not too rigidly require daily steam cleaning or weekly steam cleaning, it would not be objectionable so far .as the tfnion Pacific is concerned.
