construction of a police station for the use of the City of Las Vegas, which said proclamation was published and posted in the manner and for the time required by law; and, WHEREAS, at said general election duly held on the 8th day of May, 1945, pursuant to said proclamation, there was submitted to the qualified electors, both property owners and non-property owners, the following question: Shall the Board of City Commissioners of the City of Las Vegas be empowered to incur an obligation on behalf of the City of Las Vegas and be empowered to issue in the name of the City of Las Vegas, One Hundred Forty Thousand ($140,000.00) Dollars of general obligation bonds for the construction of a police station and facilities in the City of Las Vegas; said bonds to be in denominations of One Thousand ($1,000.00) Dollars each and to bear interest at the rate of not more than six per cent per annum from date of issuance until date of redemption; and to be redeemed in twenty equal annual installments, with the first installment to be redeemed one year from date of issuance of said bonds. AND, WHEREAS, thereafter on May 17, 1945, the Board of Commissioners of the City of Las Vegas met for the purpose of canvassing the votes upon said question cast at the municipal election held May 8, 1945, and did find and declare that the said question of issuing said bonds for the purpose and in the amount aforesaid was carried by the approving vote of more than a majority of the qualified voters, both property owners and non-property owners; NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS: Section 1. That for the purpose of constructing a police station and necessary facilities for said police station for the use of the City of Las Vegas pursuant to the powers vested in the said city and its Board of Commissioners under the charter of said city and the general laws of the State of Nevada, there be issued bonds of said city of Las Vegas designated Las Vegas, Nevada, Police Station bonds in the aggregate principal amount of One Hundred Forty Thousand Dollars ($140,000.00) consisting of 140 bonds in the denomination of $1,000.00 each, bearing interest at the rate of not more than six per centum (6%) per annum, both principal and interest being payable at the office of the City Treasurer in any coin or currency of the United States of America, which on the respective dates of payment is legal tender for the payment of public and private debts, all dated as of January 1, 1946, numbered consecutively from 1 to 140, both numbers inclusive, and maturing serially in twenty equal annual installments of Seven Thousand Dollars ($7,000.00) each, commencing January 1, 1947, to and including January 1, 1966. Interest on said bonds shall be payable semi-annually commencing July 1,1946, and on the first days of January and July in each year thereafter until the principal of said bonds has been fully paid and discharged. Said bonds shall be signed by the Mayor of the City of Las Vegas or Mayor Pro Tem of the City of Las Vegas, countersigned by the City Treasurer with the seal of the City of Las Vegas affixed thereto, attested by the City Clerk or Deputy City Clerk. Interest accruing on said bonds shall be evidenced by the proper number of semi-annual interest coupons thereto attached bearing the signature or facsimile signature of the City Treasurer, and when so executed, said bonds and appurtenant coupons shall be the binding obligations of the City of Las Vegas according to their import. Section 2. Said bonds and coupons shall be in substantially the following form: UNITED STATES OF AMERICA STATE OF NEVADA LAS VEGAS POLICE STATION BONDS - No._________ $1,000.00 The city of Las Vegas, in the County of Clark, State of Nevada, for value received, hereby acknowledges itself indebted and promises to pay to bearer the sum of ONE THOUSAND DOLLARS on the first day of January, A.D. 19__, with interest thereon at the rate of
