Bennett ) Referring to your memo of February 27th: In order to protect the position of LVL&W Co. in m the proposed contract with the Las Vegas Water District Authorities in the matter of capital expenditures not covered "by the provisions of Rule 9» it has "been my feeling that we should make no such expenditures except on a definite order from the Hevada Utility Commission. It may, of course, develop that under certain conditions we will have to qualify this procedure somewhat, hut I would not like to change that program except under conditions where it seems essential to do so.
