Sue to the fact supervisory forces do not keep a d a ily d is trib u ­tion of th e ir time showing exactly what percentages of work they are supervising, we are unable to state percentages shown can be substantiated by the record. I am confident that i f supervision is required to maintain such a record percentages in each case would be high­er, re su ltin g in added yearly charge to the Las Vegas Lend & "Water Co. Your attention Is c a lle d to the fact that super­visio n cannot be compared or ju s tifie d by man hours performed in any given percentage of work program. This is due to the fa ct that Inspections and examinations are constantly being made by supervisors and n atu rally w ill not be supported by gang man hours or m aterial used.
