\ Mr. C. A. Keeble - 2 - March 7, 1944 In the case of the Las Vegas Land and Water Company's service to lot "H." it may be that the service to the housing project cannot be constructed in conformity to the Housing Utility Standards. If that is the case, the Utility will so inform the FHA, through the builder, at the time that the builder requests the certification. In this case, the FHA may turn down the project on account of excessive use of materials for Utility construction or they may approve the project regardless. If the project is approved, the Utility will be requested to file application for special permission to construct on form WPB-S774. If the application is approved, the Utility will be assigned preference ratings and a CMP allotment number for procurement of materials. If the housing on lot "H" was built before priorities and does not now have a water service, or if the houses are being moved onto the lot, and the costs of remodeling, etc., are so small that the owner did not have to apply for special permission to remodel under limitation order L-41, the Utility service may be constructed under Utilities Order U-l-f. You will note that in all the orders there is a clause to the effect that there must be no duplication of service, also a clause to the effect that the service must not be constructed if the service can be made in some other way, using a smaller amount of, or less critical materials. The Housing Utility Standards permits the use of 150 feet of pipe for each housing unit. The 150 feet includes the main and service up to the house, which includes that portion installed by the builder. For example, if there are ten housing units to be built in one project, installation of 1500 feet of main and service is permitted for water service to and within the project. I am enclosing herewith a copy of the Housing Utility Standards. In any case, where it is desired to construct facilities, the construction of which is not permitted by U-l or any of the U-l supplements, the utility may appeal on form WPB-2774. Please note that U-l governs the use of materials and not where the material is obtained. The fact that you may have certain materials available in your own stock does not permit you to do construction which otherwise would not be permitted. It is well, however, when making out a 1PB-S774 application, to made note that certain of the needed materials are available in your stock, especially if the materials are critical. Note that service to certain industrial and commercial establishments, as well as service to certain other groups, is permitted in supplementary orders U-l-d, U-l-f, and U-l-h. In this connection, Schedules 1 and 2 of CMP Regulation #5 are mentioned in U-l-f and U-l-h. A copy of CMP Regulation #5 is enclosed.
