No action may be taken on a matter raised under this item until the matter is included on an agenda as an item on which action may be taken. The Chairman may place reasonable limitations as to the amount of time individuals may address the Senate. On cd and.. .have one printed 62 page copy. I need to ask you guys a special favor regarding one of the bylaws. I need to take it to the printer tomorrow. We'd have to waive a bylaw. 1 submitted it a few hours late because of the holiday. SENATE PRESIDENT AMESQUITA: it's been incredible. Same consistent problem is that bylaw 72 says that it has to come to us a month before they need to print it so we have approval of senate. We'll have to waive the bylaw anyway, (reads bylaw 72) DIRECTOR MUSCATO: we need to give everyone enough time to submit their work. If I did it before hand, they would have had to submit in September right around when school started. SENATE PRESIDENT AMESQUITA: distributing the Vagus Nerve is how they get a lot of their submissions, too. SENATOR WASHINGTON: has it happened before? SENATE PRESIDENT AMESQUITA: every single semester. SENATOR ESPINOZA: moves to waive bylaw 72 for the remainder of the semester. SENATOR PIRO 2nds. DIRECTOR MUSCATO: important that this comes out a little earlier because next semester ends a little earlier. Will definitely have to look for some location changes. Tailgate sight will also have to be expanded.. .thank you to all senators who came. RPC applications for chairs are open. Ror those who are interested, it's a great opportunity to .. .university traditions. Greek elections will take place next week. Facilitator applications are also due. No more Greek leader retreat, but emerging leaders retreat.. .we have meals on wheels on Friday. For those who have not heard, we will be losing our program coordinator in the beginning of December. She's moving to Sacramento. Thanks to Henry for being at impact conference. Henry gave opening remarks. CSUN was not represented at vendor table. Little disappointed. Sigma Theta Psi won the .. .competition. Raised a little over $300. SENATOR KONNER: the Greek council.. .does it matter if it's.. .for the leadership positions? You can pick them up at all residence halls. Meeting on Monday at South Services, Wednesday in Warner, Thursday at Tonopah. SENATOR MACK: will the R.A. channel be playing any other movies besides...? EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT PRO-TEMPORE ANDERSON: we have 24 scholarships to give away at $300 a piece. If you know anyone.. .applications have been out for over a week. I have DIRECTOR MADRIGAL's report. Meeting on Friday for CSUN services. If anyone's interested in helping her our... SENATOR KONNER: for the student teaching scholarship is that for college of education only? VICE PRESIDENT PRO-TEMPORE ANDERSON: just for student teachers. VICE PRESIDENT GOATZ: applications for elections director due next Wednesday. SENATE PRESIDENT PRO-TEMPORE MULLINAX: it's been brought to my attention that SENATOR DEARMAS has set up a floorplan and if you want to help move it, tell me. Last senate we all ordered shirts. We're going to do the same thing. SENATE PRESIDENT AMESQUITA: VICE PRESIDENT GOATZ, can you send out a memo to the directors so they're typed out and have them e-mail to Song. DIRECTOR BOURDET wants them on-line and she can't do that... 5 SENATE PRESIDENT PRO-TEMPORE MULLINAX: you have 2 weeks to speak to at least two of your classes. SENATOR ESPINOZA: could you run off copies of what we need... SENATE PRESIDENT PRO-TEMPORE MULLINAX: nothing that says you have to yet. Rules that last senate added back.. .talk in your classes. SENATE PRESIDENT AMESQUITA: important thing is to do it now. Rules and Ethics: it says in the bylaws, the chair may put forth a nominee.. .incase of a vacancy. Senate bylaw 51, 3, senate committee appointments, A (SENATE PRESIDENT AMESQUITA reads A-D).. .no reason for test right now. I would like to talk to SENATOR TEMPLETON about it. Whoever has a test, do it. There are a lot of good questions on it. Next week, I'll put all the committees on there. SENATOR MACK: so even next week...? SENATE PRESIDENT AMESQUITA: yeah, anybody can. Who was in charge of the table at impact thing? SENATOR DEARMAS and myself, on Friday attended an equality summit for the G.L.T.B. community on behalf of UNLV. From about 9-5. It was the first time that all the entities.. .got in the same room and talked and worked together. Sat in a room and made goals. Spoke on behalf of gay organizations on campus. I won a raffle. It's filled with dum dums. It's apparently very durable. There's a magazine called Nightbeat. They asked me if I want to write. SENATOR MACK: at this gay convention was there a bunch of talk that 14 states that voted not to... SENATE PRESIDENT AMESQUITA: there was some talk. VIII. UNFINISHED BUSINESS A. Action Item: Election of one (1) Senator to serve as the Chairman of the Bylaws committee. As submitted by Senate President Amesquita. SENATOR ESPINOZA: motion to postpone until 35-04. SENATOR JIMENEZ 2nds. SENATOR MACK: why are we trying to postpone it? SENATOR ESPINOZA: SENATOR CRAWFORD has expressed quite a bit of interest for this position. He's probably one of the most qualified for this position and wasn't able to make it because he's sick. 6 SENATOR MACK: I disagree that we should keep postponing something like this. It's something we should take care of. SENATOR JIMENEZ: I don't see anything on the agenda that we'd need a bylaw chairman within a week. SENATE PRESIDENT PRO-TEMPORE MULLINAX: there's no bylaw that says they need to be now. We've postponed stuff before. Is there someone else who wanted to do this? SENATOR MACK: SENATOR WONG is interested. SENATOR ROTH: does SENATOR CRAWFORD have to be here to be nominated? SENATOR MACK: I think we should proceed. We got a good taste of his beliefs last week. SENATOR ESPINOZA: we could easily do this next week with both candidates. SENATOR BOWERS: if SENATOR WONG is prepared, then we should at least give him a chance. What do you think about that? CANDIDATE JIMENEZ: I didn't like it at all... CANDIDATE KONNER: case by case... SENATOR JOHNS: just talked to BUSINESS MANAGER HILL today and our money's in an account making 3.5% so it's not doing nothing. 10 SENATE PRESIDENT PRO-TEMPORE MULLINAX: the budget last year has changed immensely compared to the year before that.. .definitely read. Lots of rules about what we can and can't do. As far as e-board, there's nothing that he can do to change that. We as a senate would have to lay the smack down... SENATOR MACK: let me rebuttal that nonsense... SENATOR FLORES: what does that have to do with appointing a chairman? SENATE PRESIDENT AMESQUITA explains. SENATOR KONNER: point of clarification: I wasn't aware of the savings account, but I believe that I have other resources or connections to better utilize our money so we can infuse it back into our system. SENATOR PIRO: in this position, I'd say that SENATOR JIMENEZ has more experience. I think it'd be best if we had the new senator work beneath him. SENATOR JIMENEZ: when it comes to money, I think we all understand that I'm in the position to spend that money. I have ideas of course, about what we can do.. .like SENATOR PIRO said, I love this. I ran for it last ear. I have love for it, time for it. SENATOR DEARMAS: is it possible to keep SENATOR BOWERS on the ballot? SENATE PRESIDENT AMESQUITA: no, because he withdrew. SENATOR MOSES: just wanted to say on behalf of SENATOR JIMENEZ, I've worked with him before, and experience is important... SENATOR BOWERS: I think that it's important to remember that senate in itself is part of an educational experience. It might be good for someone else who is excited about learning... SENATOR FLORES: I believe that SENATOR JIMENEZ still has room to grow. It'll be an educational experience for him... SENATOR ROTH: my understanding is that we're voting for someone to be the administration of the committee, not the sole.. .of the committee. Cost to be encumbered from the CSUN 2702 FY 05 Discretionary Account. As submitted by Senator Huerta, Senator Templeton. See attachment 35.03.01. SENATOR BOWERS: move to approve SENATOR FLORES 2nds and withdraws. SENATOR MACK 2nds 12 SENATOR BOWERS: I think this is a fairly big issue that a lot of people.. .at least we can discuss it and... SENATOR ESPINOZA: we can table it and you guys can use all of the week to educate yourselves on it. SENATOR TEMPLETON: head of the organization will be returning next week with a more formal... SENATOR AKIONA: I was at meeting and I think it's a good idea to discuss it. SENATOR HUERTA: for those concerned about amount, don't worry, it's not going to be 4k anymore. It's going down. If you have questions, approach the senators who sponsored it to be on the agenda. His contact info is also on there. SENATOR MACK: do we give any money to any other organization for something like a graduation celebration? SENATE PRESIDENT AMES QUIT A: we have in the past for the First Annual Latino graduation. SENATOR MACK: so it's possible for me to come to the senate with proposals about organizations that I'm in... SENATE PRESIDENT AMESQUITA: yes... SENATOR BOWERS: are the changes you're proposing this week.. .is it just the dollar amount? SENATOR TEMPLETON: no, the dollar amount.. .(lists all changes). SENATOR BOWERS: people come in trying to get on there, and reserve a spot. They should have all that information when the action item gets on there. Are they recognized? SENATE PRESIDENT AMESQUITA: yes. SENATE PRESIDENT PRO-TEMPORE MULLINAX: issue at hand is that one, we helped the Latino organization last year and said we'd help them this time. That's why we did the Polynesian festival.. .if we do this does it means we have to fund them next semester? The money issue, we have a bylaw that says 2/3 if it's more than 500. We need to decide, and we can do it now or table it. We need to decide if we're going to set a precedent of funding 13 graduation celebrations every semester. We can't fund them all so we need to figure out whether we're going to or not. SENATOR MOSES: move to postpone until 35-04 SENATOR HUERTA 2nds SENATOR MACK: there were a lot of concerns in the room. There's no need to postpone it. I don't see why we'd have to postpone... SENATOR ESPINOZA: we have.. .we're not educated right now where the money would go, use all this week to educate yourselves and then we can make an educated decision next week. SENATOR AKIONA: I might be the only Polynesian here. If you have any questions.. .It's more of a cultural thing, so you can talk to me, too. SENATOR FLORES: the reason I'd vote to postpone, I'd like to know why it's important to those students. SENATOR BOWERS: it does affect every student we represent. I don't think that we're approving or not approving.. .what we're approving is a co-sponsorship of any event on campus. Just the fact that he didn't come today, I'm really stuck on... SENATOR KONNER: for the establishment of the money, we can rework the budget.. .and I have a new item for ... SENATOR HUERTA: the reason we postponed it is because we talked to him last week and he needed a little more information. It's not that he didn't care about showing up. We let him know that we'd move to postpone it. SENATOR TEMPLETON: I just want to reiterate .. .we probably will have a conversation about precedent... SENATE PRESIDENT PRO-TEMPORE MULLINAX: in my opinion, the responsible thing to do is to have withdrawn it. I'm a huge advocate of coming here prepared, correct. We shouldn't put stuff on the agenda just to postpone it.
