    AN ORDINANCE TO AMEND SECTION 5, OF ORDINANCE NO. 718, CREATING A SOLICITATIONS REVIEW BOARD OF THE CM OF LAS VEGAS, BY PROVIDING FOR SIX MEMBERS THEREOF, ONE OF WHOM SHALL BE A MEM­BER OF THE YOUTH ADVISORY COUNCIL OF THE CITY OF LAS VEGAS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS DO ORDAIN AS FOLLOWS: SECTION 1. Section 5 of Ordinance No. 718 which amended Section 5 of Ordinance No. 677, is hereby further amended to read as follows: SOLICITATIONS REVIEW BOARD. A Solicitations Review Board, composed of six (6) mem­bers, one of whom shall be a member of the Youth Advisory Council of the City of Las Vegas, shall be appointed by the Board of Commissioners of the City of Las Vegas, and such Board is hereby created. The members of such Board shall hold office for a period of two years. Those persons already members of said Board shall continue to serve out the term of their appoint­ment. The person appointed by virtues of the provisions of this Ordinance shall have a two year appointment. Appointments shall be made so that as near as possible the terms shall be staggered. Vacancies on the said Board shall be filled by appointment made by the Board of Commissioners. (a) The Supervisor of Licenses and Revenue shall submit an applications to the Solicitations Review Board for its recommendations. (b) It shall be the duty of the Solicitations Review Board to meet regularly or on call by the Supervisor of Licenses and Revenue, to review such applications and recommend to the Board of Commissioners the issuance of a permit for each application concerning which it has been found that the provisions of Section 4 of Ordinance 718 have been complied with. (c) The Solicitations Review Board shall recommend the denial of permits for all other applications, or the withholding of permits until such time as the standards set forth in Section 4 of Ordinance 718 shall be fully met. SECTION 2. This Ordinance shall be in full force and effect upon its publication as in the next section provided, in final passage. SECTION 3. The City Clerk and the Clerk of the Board of Commissioners of the City of Las Vegas shall cause this Ordinance to be published once a week for two successive weeks immediately following its first reading and adoption, in the Las Vegas Sun, a daily newspaper published in the City of Las Vegas. BAKER, Mayor The above and foregoing ordinance was first proposed and read by title to the Board of Commissioners on the 19th day of February, 1958 and referred to the following committee composed of Commissioners Sharp and Whipple for recommendation; thereafter the said committee reported favorably on said ordinance on the l6th day of April, 1958 which was the regular meeting of the Board of Commissioners; that at said regular meeting held on said day the proposed ordinance was read in full to the Board of Commissioners as first introduced and adopted by the following vote: Voting "Aye": Commissioners Bunker, Fountain, Sharp, Whipple and Mayor Baker Voting "Nay": None Absent: None APPROVED: ATTEST: C.D. STATE OF NEVADA, ) ANTHONY CINA, being first duly sworn, deposes and says: That he is Foreman of the LAS VEGAS MORNING SUN, a daily newspaper of general circulation, printed and published at Las Vegas, in the County of Clark, State of Nevada, and that the attached was continuously published in said news­paper for a period of two weeks from April 20, 1958 to April 27, 1958 inclusive, being the issues of said newspaper for the following dates, to-wit: April 20, 27, 1958.
