CALL TO ORDER SENATE PRESIDENT ROMERO called the meeting to order at 6:44p.m. SENATE PRESIDENT ROMERO called a 2 minute recess. SENATE PRESIDENT ROMERO called the meeting back to order at 6:52p.m. H. ANNOUNCEMENTS ABSENT Kirstin Anderson (excused) Phoebe Block (excused) Chris Ray (unexcused) Mike Volkert (unexcused) Laura Zurek (unexcused) SENATE PRESIDENT ROMERO - apologized first that the meeting had to start late but he wanted to make sure that quorum would be made, will be informing those that come into his office who are not at this meeting that just because you call does not make it excused and you have to realize that you can't just call and expect it to be excused. I put up that letter on the boxes to find out who couldn't make it to the meeting and only three people signed up to say they wouldn't be able to be here, but today I get five messages that people can't come and if I had known ahead of time I would have cancelled the meeting. I will let the people who are not here because it is unfair to all of you who made Senate Meeting 25-05 Wednesday, December 7,1994 page 2 it to the meeting. In the future if you need to be excused from a meeting you will need to get the excuse to me early and include the reason you will not be able to attend. I will take excuses in order of when I receive them and any absences after we do not make quorum will be unexcused because it is unfair. IV. UNFINISHED BUSINESS V. NEW BUSINESS A. Approval of $15,000.00 for the Student Development Center Tutoring Program to be encumbered out of the FY 94-95 2702 (Gen) account; Motion to approve made by SENATOR FLEISCHMANN, seconded by SENATOR CARROLL. SENATE PRESIDENT PRO TEMPORE SMITH arrived at 6:55p.m. SENATOR CARROLL yielded the floor to Liz Baldizan to speak on behalf of the Student Development Center - this is a sizable amount but the contingence accounts that the money to fund this program with are no longer there so that is why we are coming to you because this is a service to students. We are hoping not to have to come back to continually ask for more money. We are looking to get the project funded by the University, or find a donor to fund the program. The money is going directly from students to students. This amount covers the rest of the tutoring for the Spring Semester. SENATOR FLEISCHMANN you stated that in the past you have had to go into the contingency accounts, how many times have you had to do this? LIZ BALDIZAN consistently for the past four years that the program has been in effect. SENATOR FLEISCHMANN have you been looking at other ways to fund this so that you won't have to dip into the contingency accounts? LIZ BALDIZAN yes, we have talked with Dr. Guinn and Dr. Ackerman and are looking at ways to fund the program through other means, but because of the budget crisis and cut backs there it will most likely take a while to get the funding. SENATOR CARROLL they were trying to look for funds in other places but because of this budget crisis it actually looks worse than if did last year, this program needs to be funded one way or another. Senate Meeting 25-05 Wednesday, December 7,1994 page 3 SENATOR LAXAGUE I think it is important to support this program now, but it disturbs me and I don't want to see a pattern develop where the University fails to fund a program like this so they have to come to Student Government. The administration needs to know that they can't continue to under-fiind programs such as this and expect Student Government to pick up the slack. Motion to amend the item to read 'not to exceed $15,000.00' made by SENATOR VODRAZKA, seconded by SENATOR SCHWARTZ. Move into a vote on amendment. Motion passes 17-0-0. SENATE PRESIDENT PRO TEMPORE SMITH Point of Personal Privilege. Move into a vote on amended item. Motion passes 16-0-1. SENATOR RIVERA abstained. B. Approval of Organizations Board Funding Request for American Marketing Association for $500.00 to be encumbered from the 2704 (Org) account; Motion to approve made by SENATOR LAXAGUE, seconded by SENATOR FLEISCHMANN. SENATOR MCLAIN Point of Personal Privilege at 7:27p.m. Move into a vote. Motion passes 15-0-1. SENATOR CAB AN abstained. C. Approval of Organizations Board Funding Request for Beta Theta Pi for $500.00 to be encumbered from the 2704 (Org) account; Motion to approve by SENATOR CAMPBELL, seconded by SENATOR MORROW. Move into a vote. Motion passes 14-0-2. SENATORS CABAN and FLEISCHMANN abstained. D. Approval of Organizations Board Funding Request for Catholic Newman Club for $500.00 to be encumbered from the 2704 (Org) account; Motion to approve made by SENATOR CARROLL, seconded by SENATOR MORROW. SENATOR FAYYAD doesn't this conflict with the separation of church and state? Senate Meeting 25-05 Wednesday, December 7,1994 page 4 SENATE PRESIDENT ROMERO I have attended the events and they are not to convert people, they have movies and snacks and anyone who would like to go is invited. Move into a vote. Motion passes 15-0-1. SENATOR EISEN abstained. E. Approval of Organizations Board Funding Request for Hotel Association for $500,00 to be encumbered from the 2704 (Org) account; Motion to approve made by SENATOR MORROW, seconded by SENATOR FLEISCHMANN. SENATOR MORROW is this going to be open to all students, because Fat Tuesdays is a 21 and over bar? SENATOR SCHWARTZ the location has been changed to the Boyd Dining Room because of that, it is in the hotel building and it will be open to all students. Move into a vote. Motion passes 16-0-0. F. Approval of Organizations Board Funding Request for Sports Officials Association for $500.00 to be encumbered from the 2704 (Org) account; Motion to approve made by SENATOR SCHWARTZ, seconded by SENATOR RIVERA. SENATOR TOLBERT something needs to be changed because it was very unprofessional last time it was done, we should not be spending $500.00 on something that is so unorganized. We need to be sure that there are enough teams and officials for the tournament, or they need to send someone in with a break-down of how it will work before we approve it. SENATE PRESIDENT ROMERO the break-down is on the back of the sheet. SENATOR FLEISCHMANN for clarification I have worked with them before and they have never had a problem like that. If you would like to see the lists of the teams and officials B.J. keeps a list in her office. SENATOR PIDA yielded the floor to DIRECTOR PHILLIPS in support of SENATOR TOLBERT the way the tournaments are run is questionable because if look at the pictures of the winning teams for many of the events you will see at least two of the officials in each of the pictures. Senate Meeting 25-05 Wednesday, December 7,1994 page 5 SENATOR PIDA if we have a problem with this we need to table it until we can get someone from the organization to come up and explain in better detail how the event will be run. SENATOR SCHWARTZ I believe we should table it, we have time because the event is not until January, so that they can have someone come up and tell us exactly what is going SENATOR TOLBERT I'm not saying we shouldn't give them the money but we need to find out how the event went from the participants. Motion to table the item made by SENATOR FAYYAD, seconded by SENATOR FOX. Move into a vote. Motion passes 15-0-1. SENATOR VODRAZKA abstained. G. Approval of Organizations Board Funding Request for Intervarsity Rebel Christian Fellowship for $225.00 to be encumbered from the 2704 (Org) account; Motion to approve made by SENATOR CARROLL, seconded by SENATOR SCHWARTZ. SENATOR FLEISCHMANN yielded the floor to Robert Meise who spoke on the forum that the money was spent on. SENATOR VODRAZKA will we need to waive a bylaw for this event since it has already occurred? SENATE PRESIDENT ROMERO no it was part of the CSUN Appropriations Committee and that doesn't exist anymore. Move into a vote. Motion passes 15-0-1. SENATOR FAYYAD abstained. H. Approval of $10,000.00 as an Emergency Fund during the winter semester break to be encumbered out of the 2702 (Gen) account; Motion to approve made by SENATOR VODRAZKA, seconded by SENATOR CARROLL. SENATOR FLEISCHMANN I have a problem with this because this is for the equipment for KUNV in case the equipment breaks down. Senate Meeting 25-05 Wednesday, December 7,1994 page 6 SENATE PRESIDENT ROMERO it states in the constitution what an emergency is, such as flood, earthquake or act of God, so this wont be spent unless it is really necessary. If you are uncomfortable with this we can call meetings over the break if something happens. Motion to include 'until the first Senate Meeting of the 1995 session' instead of winter break made by SENATOR PIDA, seconded by SENATOR SCHWARTZ. Motion passes by unanimous acclimation. Move into a vote on amended item. Motion passes 14-0-2. SENATORS FOX and FLEISCHMANN abstained. VL PUBLIC COMMENT VH. OPEN DISCUSSION SENATOR SCHWARTZ just to remind people on the Rules Committee we are having a meeting following this one, and good luck to everyone on finals. SENATOR WONG good luck to everyone on finals, and Happy Holidays. SENATOR MORROW good luck on finals and I'm glad we approved the money for the tutoring program. SENATOR FOX I'm on duty Wednesday nights and the person who was supposed to cover me didn't show but I made it anyway. Also I will be gone the whole break, and good luck on finals. SENATOR CARROLL I'm glad the Student Development item passed, and good luck on finals. SENATOR RIVERA good luck on finals, and I hope to see everyone at the Christmas Party. SENATOR EISEN good luck on your finals and if anyone is worried about it there is tutoring offered though the Student Development Center. SENATOR LAXAGUEI just want to reiterate what I said before, we do not want to become a crutch for the Administration. SENATOR CAMPBELL glad we approved the funding for the Student Development Center for the tutorial wages, good luck with finals. When we come back I will be announcing my birthday celebration, I will be 21 finally. SENATOR TOLBERT good luck on your finals and happy holidays. SENATOR FLEISCHMANN I hope everyone can come to my party. Good luck to everyone on finals, happy holidays and please be down in the office to help pass out blue books and scantrons. I apologize to President Pro Tempore Smith because I made him take his half hour break from work to come over here so we could make quorum. I was a bit concerned about the Sports Officials Association so I'm glad you brought it up. You can also write resolutions to the administration to let them know how you feel about an item or issue.
