In its latest order, the Commission finda>^WMtf~any capital expenditures made by the Company under Rule 9 should be added to the total figure evidenced in its agreement with the Las Vegas Valley Water District.* It appears to us that the Water District should contact the Public Service Commission concerning its practice of making provisions for additional amounts to be paid by the Las Vegas Valley Water District in its contract of purchase. The most recent application of Union Pacific did not directly require any capital expenditures and the Commission's finding in that case was not required. Moreover, for the reasons outlined in our letter of June IT* 1953* we believe that the Commission is without Jurisdiction to determine what amounts should or should not be added
