I know that they built it for Ruggles because he told me so when I solicited his business for the first train of oranges sent out over the line. doming down to a later date, both the Southern Pacific and the Santa Fe solicited Mr. Mills and also Mr. Sutherland, the Santa Fe offered to remodel and lease them the Fay Fruit House in any way desired and if the machinery did not suit them, to equip it to suit them. It is a well known fact that the Southern Pacific, will, at the present time, make any improvements desired on any house owned by them, in order to satisfy their tenants. A number of good houses have gone up on the Santa Fe that I am sure were not built by the people who are supposed to own them. For instance; The large house remodeled at Upland last year for the Growers Fruit Co. represented by I).A. Gaddis at Los Angeles, and, as I understand it, backed by the Ruhlmans of Hew York City. He has similar packing houses at other places, and, ?while I have been unable to get at the bottom of it, I have understood, that either the money was furnished them by the Santa Fe or some subsidiary company built them for the present tenants. I sent Mr. Sutherland in to see you the other day and he tells me that he explained this part of the matter to you as fully as possible.
