DETERMINE to be of the greatest benefit and convenience to the public, provided, however, that an application shall first have been made to the City Engineer for the designation of any such stand and a permit to occupy the same shall have then been issued to the applicant upon the payment to the City Engineer, to be by him paid over to the City Treasurer, of the fee of Fifty Cents (50¢) per quarter-year, or fraction thereof, for each lineal foot of stand space granted, all such permits to expire on March 31, June 30, September 30, and December 31 next ensuing the date of the issuance thereof, or sooner upon the revocation of the vehicle license as herein provided, and, except for emergency vehicles as defined in Section LXXXXVI of Ordinance No. 170 of the City of Las Vegas, it shall be unlawful to stop, stand or park a vehicle of any description for any purpose or period of time at any such stand for which a permit has been granted other than the vehicle, as herein defined, of the holder of said permit, provided, however, that any such other vehicle may temporarily stop thereat, subject to the provisions of other Ordinances or regulations of the City of Las Vegas, only for the purpose of and while actually and expeditiously engaged in unloading passengers when such stopping does not interfere with any vehicle, as herein defined, of the holder of said permit waiting to enter or about to enter upon such stand. (i) All taxicab drivers in the City of Las Vegas must keep and maintain a record of each trip made showing time and place and number of passengers and place where said passengers were picked up and place of destination. Section 3. Ordinance No. 266 entitled "An Ordinance to amend Section 7 of Ordinance No. 210 or the City of Las Vegas, entitled "An ordinance to fix, impose, and provide for the collection of a license tax on motor propelled vehicles operated for hire, and to regulate the operation and running of the same, within the City of Las Vegas; fixing a penalty for the violation of any of the provisions of this ordinance; and repealing Ordinance No. 100 and all ordinances or parts of ordinances in conflict herewith,'" and Ordinance No. 279 entitled "An ordinance to amend Section 1 of Ordinance No. 266 of the City of Las Vegas, amending Section 7 of Ordinance 210 of the City of Las Vegas, entitled: "An Ordinance to fix, impose, and provide for the collection of a license tax on motor propelled vehicles operated for hire, and to regulate the operation and running of the same, within the City of Las Vegas; fixing a penalty for the violation of any of the provisions of this ordinance; and repealing Ordinance No. 100 and all the ordinances or parts of ordinances in conflict herewith,'" and all ordinances and parts of ordinances in conflict with the provisions hereof are hereby repealed. Section 4. This ordinance is declared to be and is hereby passed as an emergency ordinance and shall take effect immediately after its passage and publication. Section 5* The City Clerk is hereby authorized and directed to have this ordinance published in the Las Vegas Evening Review Journal, a daily newspaper published in the City of Las Vegas, for a period of two weeks, that is to say: once each week. I hereby certify that, by the unanimous consent of the whole Board of Commissioners of the City of Las Vegas, the foregoing Ordinance was read in full when first introduced at a regular meeting of said Board held on the 7th day of January, 1948, and was passed as an emergency ordinance upon said reading on said date, on the following vote: Voting "Aye": Commissioners Baskin, Clark, Moore, Whipple and His Honor Mayor Cragin.
