Miter ef common knowledge in the City of loo Togas* do you think it wwld ho possible to interest ony outside contractor# in Making a hid on such jobs? M yon kwv, a groat many of thooo Johs require expedited handling* and if it io noeossary to send out invitations for hido for those jobs, and allow the enotonary throe or four weeks for the contractors to proparo and submit hido* 1 aa afraid wo will hero considerable criticism due to the delays in the actual acceptance of the construction contracts and the execution of Kale 9 contracts. Since* as 1 have stated* theta contractors1 eetiaatea are checked by Mr* Haag* who is quit# conversant with the probable cost of ouch work (and by Mr* Mont go story when submitted to him)* to you still feel that tha District would ho subject to criticism la taking such Individual hid If It has been chocked and reviewed both by Mr. Maag and Mr. Montgomery before accepted? There are no contractual provisions requiring three bids on work of this kind. If, as a practical matter, after Mr* Montgomery and Mr. Maag have reviewed tha estimates furnished by any contractor for any particular project, Mr. Montgomery Is not satisfied end still feels that the District should secure three hide* X have no objection to him getting such bids, and* having secured such bids, I am agreeable to accepting the lowest thereof from a reliable contractor* assuming such hid la lower than Mr. Maag,s estimate. (I assume you will agree with me that bids are not neo- senary for jobs under $2*000.00). Personally, X foal* In view of tha review of these estimates both by Mr. Maag and Mr. Montgomery, that your proposal to secure thro# bids will cause unnecessary and avoidable delay to the early completion of the projects submitted by the subdividers, and will subject the Water Company to criticism for which it io in no wise responsible and can not bo hold responsible under the contract. We are, of course, very anxious to cooperate with the Diet riot In all respects, but we are likewise very desirous ef avoiding criticism which we have had to the past because of delays in tha expeditious handling of these projects* X would bo glad to have your views on too euggeetiene mode to thle letter. tours very truly, (Signed) WM. llElISliAMOT Wa.
