    .AMENDMENT HO. 2 Amend the bill by adding thereto, a new section to be known as section 3.1, to immediately follow section 3, and to read as follows: Section 3.1, Section 13 of the above-entitled act, being section 18 of Chapter 167, Statutes of Nevada 1947, is hereby amended to read as fallowsi Section 18* (That 01ark County) The board of county commissloners of Clerk County shall advance such funds to such district as aav be necessary to pay the preliminary organization, administration, and engineering costs thereof, including bond elections as provided in section 16 of this act, (in) on such terms of repayment as may be agreed upon, and said county is hereby authorized to deolare an emergency and secure necessary funds in the manner now provided by law authorizing short-term loans. AMENDMENT NO. 3 Amend Section 5, page 8, line 14 by deleting the period first appearing after the word "corporation” and substituting in lieu there­of a comma and adding thereafter the following} "provided, that the power of eminent domain herein specified shall not include the right to condemn any existing water system or the franchise thereof whieh is owned operated or controlled by any incorporated city within said district".
