Bennett, General Solicitor FEB 2 1942 Union Pacific Railroad Company 422 West Sixth Street Los Angeles, California Dear Mr. Bennett: In relation to your letter of January 27 last, - first in regard to my data on California cities, this was introduced as Commission’s -Exhibit No. 4, in Case 1123, and you will note it states ’’Compiled from 1940 Annual Report of the State Controller of the State of California''. However, all the-informa­tion appearing on this exhibit does not appear in the California report but, for instance, I have taken the total gallons of water in each town used in a year and their total receipts. Thus I arrived at the number of gallons that the public gets for one dollar. Of course, this is an average, and large manufacturing companies entered into it but I think it will do for comparative purposes. Also, I am not sure whether it gives the receipts per individual and per connected customer, or if it does it is probably only one of them, as I have not this volume mentioned in front of me right now. This data was arrived at by your humble commissioner acting in the guise of a statistician. note that the data on this states "Compilesd from reports to the Nevada Public Service Commission. In the case of the municipally-owned companies, Lovelock and Fallon, they gave the total gallonage used during the year and their total receipts and dividing the receipts into the gallonage we get the number of gallons per individual. For the privately-owned, we have Winnemucca, Las Vegas and Reno, plus Sparks, arrived at in the same manner. For Elko, Carson and Ely no total gallonage was supplied, but I do know that in Carson our minimum water meter rate is $2.23 per month and allows us to take 13,000 — gallons, and this would mean a gallonage of 3777 Tor one dollar, which'I have put in the report in lead pencil. It might be stated that the meters do not work in November, December, January, February and perhaps the first part of March, but I figure the excess we use in summer would about balance what we were shy on our minimum during the cold weather.- I have taken the Elko minimum meter rate and estimated on their charges the average customer gets 3333 gallons for a dollar.
