    ORDINANCE NO. 621 AN ORDINANCE ADOPTING THE CODE OF STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS FOR THE CITY OF LAS VEGAS, NEVADA; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. That a certain document, three (3) copies of which are on file in the office of the City Clerk of the City of Las Vegas, being marked and designated as "CODE OF STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS, CITY OF LAS VEGAS, DEPARTMENT OF PUBLIC WORKS, AUGUST 1954 be and the same is hereby referred to as the Code of Standard Specifications for the City of Las Vegas, and by such reference and adoption made a part of this ordinance the same as if it were fully set forth herein. SECTION 2. The provisions of the "CODE OF STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS, CITY OF LAS VEGAS, DEPARTMENT OF PUBLIC WORKS, AUGUST 1954 shall govern operations on contracts for public im­provements awarded by the City of Las Vegas, unless the content of any individual contract shall conflict therewith, and in that event the provisions contained in the individual contract, together with any changes in the plans and specifications therefor, shall govern and be binding upon the City and the contractor. SECTION 3. The Department of Public Works shall charge and receive the sum of Five Dollars ($5.00) for each copy of the Code of Standard Specifications for the City of Las Vegas that shall be furnished to a person or persons desiring copies thereof. SECTION 4. All ordinances or parts of ordinances in conflict herewith are hereby repealed, but it is specifically provided that neither this ordinance nor any repeal hereby provided shall in any way affect the prosecution for the violation of any ordinances heretofore passed or pending at the time of the adoption of this ordinance. SECTION 5. If any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance. SECTION 6. Any violation of this ordinance, or any provision herein contained, shall constitute a misdemeanor end upon conviction thereof, the offender shall be punished by a fine of not more than Five Hundred Dollars ($500.00), or imprisonment in the City Jail for not more than six (6) months, or by both such fine and imprisonment in addition to any other penalties provided by law. SECTION 7. This ordinance shall be in full force and effect one week from its adoption pursuant to the Charter of the City of Las Vegas, Chapter 2, Section 30, as amended. APPROVED: ATTEST: /s/ C. D. BAKER_____________ Mayor /s/ SHIRLEY BALLINGER City Clerk The above and foregoing ordinance was first proposed and read by title to the Board of Commissioners on the 1st day of September, 1954 and referred to the following committee composed of Commissioners Jarrett and Sharp for recommendation; thereafter the said committee reported favorably on said ordinance as amended on the 3rd day of November, 1954, which was the regular meeting of said Board of City Commissioners; that at said regular meeting held on the 3rd day of November, 1954, the proposed ordinance was read in full to the Board of City Commissioners as amended and adopted by the following vote: Voting "Aye": Commissioners Bunker, Jarrett, Sharp, Whipple and Mayor Baker. BAKER____________ ATTEST: Mayor /s/ SHIRLEY BALLINGER_______ City Clerk ORDINANCE NO. 622 AN ORDINANCE TO AMEND SECTION 1 OF ORDINANCE NO. 592, BY PRESCRIBING PARKING TIME LIMITS IN THE PARKING METER ZONE, PROVIDING FOR EXTENSIONS OF PARKING TIME LIMITS IN THE PARKING METER ZONE; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Section 1 of Ordinance No. 592 is hereby amended to read as follows: (a) Parking meters shall be operated in the parking meter zone every day between the hours of 9:00 A.M. and 6:00 P.M., except Sundays and legal holidays; provided, however, that within the meaning of this article the term "holiday" shall include the following days only: The first day of January, the 12th day of February, the 22nd day of February, the 30th day of May, the 11th day of July, the first Monday in September, the 12th day of October, the 31st day of October, the 11th day of November, Thanksgiving Day and the 25th day of December; provided, however, that by resolution of the majority of the members, the Board of City Commissioners may extend the time for operation of any parking meters in the parking meter zone for an additional period of time, provided that proper notice of such extended time of operation is placed on each parking meter.
