exceed the amount advanced without interest, Each such refund will he made only at the date of original installation of service pipe and institution of service to a hona fide consumer and any subsequent change in the identity of the consumer receiving service through the same service pipe shall not give rise to any additional refund r ight. A consumer entitling the applicant to refund, as referred to above, shall be a consumer, exclusive of a subdivider, developer or builder, who occupies premises which is improved and contains permanent structures with suitable facilities for the use of water and who has received water service from the main for which extension deposit was made for three consecutive months.
