Reinhardt - Los Angeles In accordance with our telephone conversation and my letter of April 27# 195**, two City Officers were assigned by the City to enforce water restrictions at Las Vegas during the cur­rent summer season, at the expense of the Water Company as indi­cated In my letter of April 2?th. These officers were assigned to enforce the water restrictions on June 1, 195**# and have been on duty since that date. In accordance with your request, I am submitting here­with a form of daily report which was prepared for the purpose of showing the activities of each of the officers assigned, which covers the period June 1 to June 14, inclusive, and which shows the action taken by these officers each day. them the importance of enforcing the ordinance on water conserva­tion and eliminating as muoh waste as possible. In reviewing the attached reports you will note that only three citations have been Issued during the period covered since it h&s been the practioe of the officers not to issue a citation until a second offense due to the fact that there has been so much confusion on the part of the people as to the proper day on which they could water lawns, etc. I am assured by the officers that of all the people warned that the three citations issued cover the only instances where a second offense has been committed. S/ While it seems that possibly more citations should have /been Issued, I am of the opinion that the assignment of these officers has had a very beneficial effect and has resulted in the substantial reduction in the amount of water wasted as well as u the saving of a very substantial amount of water due to the enforcement of the alternate day restrictions. I have just been informed by the City Manager's Office that one of the persons cited for violation of water restrictions appeared in court, pleaded guilty, and w&s fined |5*00. One other person cited pleaded not-gullty and will be tried at a later date. The third person cited failed to report and will be brought into court at a later late.
