Folder of materials from the Mabel Hoggard Papers (MS-00565) -- Personal papers file. This folder contains correspondence addressed to David Hoggard and newspaper clippings about him, particularly in his role as Program Coordinator and Executive Director of Clark County Economic Opportunity Board, and also multiple letters from NAACP Special Contribution Fund West Coast Representative Tarea Hall Pittman. It also includes a name plaque: "J. David Hoggard Executive Director"; Hoggard's U.S. government motor vehicle operator's identification card; Hoggard's business cards for his roles as Advisory Board member for Clark County Community College and sales manager representing Milico; and a fraternity certificate initiating him as a member of Kappa Alpha Psi, May 1, 1954.     and passive recreation
    area in Lorenzi
    Park on Washington Avenue.
    The project will.
    be partially funded
    through a $200,000
    Fleischmann Foundation
    grant with additional
    fund i ng provided* by: the
    Heritage Conservation
    -and Recreation Services.
    The last building of
    the'Old Twin Lakes
    Lodge, current!y occupied
    by AARP Chapter
    #308 and the Southern
    Nevada Diabetes Assov
    ciation, will be remodeled
    as a satellite
    senior center. When
    the bu i1 di ng will not
    only house offices of
    the Diabetes Association
    and the Rocket
    but will have expanded
    capabilities for serving
    the senior population.
    A large multipurpose
    room with kitchen
    facilities will
    be a part of the remodel
    fng and wi11 be
    available for scheduling
    on weekends by responsible
    senior citizen
    groups as well as
    for regular senior
    activities sponsored
    by the City of Las
    Vegas Senior Citizens
    Center. Also included
    in the remodeling project
    will be handicapped
    accessible restrooms,
    a small work area and a

    It promises to be a
    gala event. The over
    55 clan oT Southern
    Nevada will be gathering
    on May 23 for
    the sixth annual "Take
    a Senior to Lunch'L ,
    celebration, the convivial
    climax to the
    multitude of activities
    which honor seniors
    during May, the
    month dedicated especially
    to them.
    The luncheon will
    be held at the Sahara
    Hotel Space Center,
    where, at noon, seniors
    and many of their
    sponsors will gather
    to socialize, entertain
    and be entertained-
    -and, of course, to
    enjoy a delicious luncheon.
    The 1981 affair i?
    being jointly sponsored
    by the Clark County
    Committee for the Aging
    and the Association
    of Senior Citizens
    Clubs of Clark County.
    Las Vegas and subrounding
    communities
    annually take this opportunity
    to honor
    members of their third
    generation, many of
    whom are on limited
    incomes which leave
    little or nothing to
    spend for entertainment.
    Many of the tickets
    for seniors attending
    the luncheon are sub- -
    sidized in whole or
    part by private citizens
    or by business,

    It is safe
    to say that without
    this generous assistance

    You are one of the nicest persons I’ve known since I’ve been in Las Vegas. I was more than happy to have been of aid to you whenever necefeary. I only wish I could have stayed on longer to become better acquainted with you and everyone else in the office. Everyone was so nice and helpful to me during the time that I was with the

    Here's a copy of the section dealing with the governing board of the apprenticeship fund mutually handled by the Association and the Operating Engineers.
    Of course, the language is restrictive and a lot of it tailor-made for specifics, but overall it might provide some ideas. It’s my understanding that this type of agreement is standard in labormanagement cooperative efforts. Cbviously, what we're looking at differs but some of the guidelines may apply.

    Dear Mr. Hoggard:
    Any overpayments made to an employee such as an incorrect claim payment or
    overpayments of premium contributions made by an employee, etc., should be
    adjusted. Consequently a full return of contributions made to Economic
    Opportunity Board on account Mrs. Hoggard’s health insurance after she
    attained Age 65 should be made by the Board to the Employee.
    Any premium overpayments made by the Board to the Prudential prior to the
    policy anniversary date were automatically adjusted by the year end
    calculations. Consequently, only $106.68, the amount of premiums paid to
    the Prudential on account of Mrs. Hoggard’s health insurance since the
    last policy anniversary is due the Board by the Prudential.

    It was with great sorrow that I learned -that your wife,
    Mabel, passed away last week. Simple words alone cannot
    adequately express the deep sense of loss and sympathy that I
    feel for you and your family.
    Mabel was a genuine hero in the truest sense of the word.
    She left an indelible mark as an outstanding educator, as a
    dedicated civic leader, and as a compassionate friend. Our
    community was forever changed because of her guidance and
    strength. Above all, however, Mabel was kind and generous woman,
    a devoted wife and mother, and a loving grandmother.
    Please know that Landra joins me in expressing our sorrow at
    Mabel's death, and that our thoughts are with you. Please also
    express our sympathy to the other members of her. family.

    Last week I was in Las Vegas several days to confer
    with our committee there. As you know, this group includes
    Woodrow Wilson, David Hoggard and Jimmy Gay. At that time
    we expressed a desire to meet with you, but found that you
    were out of the city.
    We reviewed the status of Negroes and other minority
    people in Nevada and realize that no single organization
    by themselves can solve the multitudinous problems that
    face the community. The National Association for th® Advancement
    of Colored People is anxious to share in the
    responsibility of helping our people help themselves.
    Therefore, we are anxious to go forward with our educational
    program and are desirous of receiving support from the
    Howard Hughes Tool Corporation which will enable us to
    start this new work.
    I am writing to request that you meet with me and our
    committee at your earliest convenience to discuss the matter.
    Our Annual Convention will convene in Atlantic City
    next month and it would be a particularly significant time
    to report on our work in this Region.

    The events of the past two weeks have shocked us and the
    nation to a point unparalled in our experience. However, we
    realize we must all redouble our efforts to achieve our goals
    which will erase all tensions based on race or religion in our
    multi-ethnic society.
    Our Executive Director, Roy Wilkins, has written an open
    letter to Americans of good will since the assassination of our
    friend, Dr. Martin Luther King, Jr. In this letter Mr. Wilkins
    sets forth NAACP’s position on nonviolence with the accomplishment
    of our goals. I know it is important for you to know the
    position of our organization in these confusing times and for
    this reason, I felt it would be timely for you to receive a
    copy of this letter.

    I am writing him a letter. I hope by the time I return from the
    Northwest I will have an answer as to the time I might come to
    Las Vegas to meet with him. Not knowing whether our entire group
    will be available at the time set, I deliberately left our names.
    I will expect to let each of you know as soon as I hear from him,
    because I will certainly plan on our group going together to see
    Major General Nigro.
    I was very interested at Justice Mowbray's remarks
    that thH Major General was very and would talk to us about
    anything "new" we had in the offer. I pointed out thaW we had!no
    new presentation. Let us hope this will prove to be our turning
    point in our contention with Howard Hughes' operation.
    I look forward to seeing you soon and will talk to you
    in advance when it is scheduled.

    military type of performance
    could not be applied to peace
    time human needs, concurred
    by citing examples of
    how the military qualifies its
    personnel.

    award at a recent ceremony dedicating the remodeled Westside Schoo" which now houses
    offices for E.O.B. and the City of Las Vegas.T Guinn was honored for his personal contributions
    to aid the restoration project' Westside School is one of the oldest public school
    buildings in the Las Vegas area.
