    ORDINANCE NO. 224 EMERGENCY ORDINANCE AN ORDINANCE PROVIDING FOR THE INVESTIGATION OF THE PROPRIETOR, LESSEE OR MANAGER OF AND THE CHARACTER OF THE BUSINESS OF ANY TRAVELING SHOW, TRAVELING SKATING RINK, CIRCUS, HIPPODROME, MENAGERIE OR CARNIVAL INTENDING TO EXHIBIT IN THE OPEN AIR OR UNDER A TENT, PUBLIC HALL, OR CLUB ROOM, ASSEMBLY HALL OR THEATRE WITHIN THE CITY OF LAS VEGAS, AND OTHER MATTERS RELATING THERETO. Section 1. Whenever any proprietor, lessee or manager of any traveling show, traveling skating rink, circus, hippodrome, menagerie or carnival intending to exhibit in the open air or under a tent or in any public hall, club room, assembly hall or theatre, any performance or exhibition within the City of Las Vegas, Nevada, shall apply to the City Clerk for a license to operate the same; the said application shall be referred to the Board of Commissioners of the City of Las Vegas, which Board shall in turn refer the said application to some suitable person who shall investigate the character of the applicant and the character of business which the applicant intends to operate; or the said Board, in lieu thereof, shall personally investigate the said applicant or applicants and the character of the business which the applicant intends to operate, whichever in the judgment of the Board may be more feasible. If the facts reveal to the Board, the findings of which shall be conclusive, after such investigation, that the character of the applicant or the business sought to be conducted is of such nature and character as to be a menace to the public peace, or public health, or public safety, or public morals of the City of Las Vegas, then and in such event the said application shall be rejected and the license denied. Otherwise the City Clerk shall be directed to issue such license upon the payment of the fee required by law. Section 2. It is deemed by the Board that the immediate operation of the provisions of this ordinance is necessary for the preservation of the public peace, public morals, public health and public safety of the City of Las Vegas. Therefore, an emergency is hereby declared to exist and this ordinance shall be and become im­mediately in force and effect from and after its passage and approval and publication as provided by law. Vote on the passage of this ordinance was Commissioners Down, Krause, Marble and Perry and His Honor the Mayor voting aye. Noes, none. Absent, none. INTRODUCED and passed on this 6th day of May , 1937, and was thereafter published in the Las Vegas Evening Review Journal, a daily newspaper published in the City of Las Vegas for two consecutive weeks. ______L.L. My Commission Expires Jan 12 1939 ORDINANCE NO. 225 AN ORDINANCE PROVIDING FOR THE ABANDONMENT AND VACATION OF A PARCEL OF LAND HERETOFORE CONSTITUTING A PORTION OF SOUTH MAIN STREET IN THE CITY OF LAS VEGAS, CLARK COUNTY, NEVADA. The Board of Commissioners of the City of Las Vegas do ordain: Section 1. hat parcel of land lying between Garces Street and Gass Street and immed­iately westerly of South Main Street, as the said Main Street is now constructed, which said parcel of land was heretofore used as a portion of South Main Street as formerly constructed but having been abandoned upon the construction of South Main Street as it now exists, which said parcel of land is more particularly described as follows: Beginning at a point on the West property line of South Main Street 128 feet Southerly from the northwest corner of the South Addition to the City of Las Vegas, as shown by map thereof on file in Book 1 Plats, page 51, in the office of the County Recorder of Clark County, Nevada:
