Bennett . . .#2 Also contemplated is a compliance with all obligations of the corporation during the period of receivership and it is my opinion that we can insist upon free water during the term of our contract, notwithstanding the receivership. Not having had a reply to my letter to Mr. Martin in which I hope he will outline the history and present status of this water service, the foregoing is based upon the assumption that the original corporation or its successors has not been dissolved so that the Pioche Water System might be in a position of starting anew. From the standpoint of policy, because sub­stantial improvements have been made to the system, result­ing in a better service and supply, and because there is apparently much difficulty in sustaining this service with­out payment by all users, the proper officers of the Rail­road might consider a cancellation of the 1909 contract.
