    FORM 2191.B UNION PACIFIC RAILROAD COMPANY TELEGRAM 18 ZAU OMAHA, 918AM JUNE 18TH 1938 W R B, LAS VEGAS, REFERRING YOUR AD IN EVENING REVIEW-JOURNAL JUNE 10TH AND FRONT PAGE ITEM HAVING REFERENCE TO WATER SHORTAGE CAUSED BY LARGE NUMBER AIR COOLING MACHINES WHICH HAVE BECOME POPULAR IN LAS VEGAS. I PRESUME THE CHARGE FOR WATER CONSUMED FOR THESE PURPOSES COMES IN THE CLASSIFICATION OF COOLING WATER FOR REFRIGERATOR MACHINE, FOR WHICH I NOTE THE COMMISSION IN 1931 ALLOWED A HIGHER RATE THAN WE PROPOSED EVIDENCING THE VIEWPOINT THAT PERSONS WHO COULD AFFORD SUCH MACHINES SHOULD PAY PROPORTIONATELY MORE THAN ORDINARY NECESSARY CLASS OF SERVICE. IT MAY BE ADVISABLE, IN VIEW OF THE SITUATION CONFRONT ING YOU, TO APPLY TO THE COMMISSION FOR STILL HIGHER RATES FOR THIS CLASS OF SERVICE IN ORDER TO EITHER "A" PROVIDE THE INCOME WITH WHICH TO DEVELOP ADDITIONAL WATER SUPPLY, OR "B" PENALIZE THE USE OF WATER FOR THAT PURPOSE SO AS TO PREVENT SHORTAGES OF WATER FOR ESSENTIALLY NECESSARY PURPOSES.
