Meeting minutes regarding a Moapa Valley flood channel, Logandale, Nevada, December 5, 1940

E FLOOD CONTROL - Nevada Logandale, Nevada Moapa Valley Flood Channel December 5, 1940 MINUTES OF MEETING The following are the minutes of a meeting held at Logandale, Nevada on December 5, 1940. Those in attendence were: Soil Conservation Service A. F. Sander, Acting Area Conservationist Tom McLeod, District Conservationist W. A. Davis, District Engineer Moapa Soil Conservation District Edwin Marshall, Chairman of Supervisors Clarence Lewis, Supervisor Forest service A. E. Briggs, Forest Supervisor K. W. Kennedy, Junior Engineer Stewart Udell, Supervising Engineer Wm. Nicholls, Project Engineer Chairman Edwin Marshall stated that the purpose of the meeting was to discuss the plans and specifications which have been furnished by the Soil Conservation also to discuss the equipment loan agreement which has been written by the SCS and is ready for approval and execution by the Soil District Supervisors. Mr. Marshall stated that he believed that a better understanding of the plans and specifications could be had if the plans were taken out on the ground along the flood channel where the proposed work is to be done, and such work pointed out by the SCS engineers. The SCS representatives and the District Supervisors agreed this would be a good arrangement, so the group proceeded to the so-called upper and lower chokes and the proposed work was pointed out for each section. Chairman Marshall explained that, in his opinion, the plans should be modified to the extent that the work would be confined to the existing flood channel wherever this could be done without materially reducing the effectiveness of the work to be done, and further explained that the land owners would oppose any work which would cut deeply into their cultivated land. This opinion was concurred in by Clarence Lewis and Wallace Jones. After further discussion, it was agreed that the plans could be modified without materially reducing the effectiveness of the work, and it was specifically agreed by the SCS engineers and the District Supervisors that: 1. The radius of the curve would be shortened to conform to the flood channel between Stations 98 and 103, between stations 104 and 110, and Stations 118 and 125. 2. To swing the line to the west to conform to the existing flood channel between Stations 130 and 139. 3. No cut will be made below the present stream bed on any section of the channel except between Stations 32 and 38. Mr. Sander read and explained the equipment loan agreement covering the Moapa Valley Flood Channel -2- Logandale, Nevada Minutes of Meeting December 5, 1940 dragline which the SCS have offered to loan to the Moapa Soil Conservation District on a repair and maintenance cost basis. Chairman Marshall asked if the agreement set up a minimum or maximum number of hours which the dragline must be used. Mr. Sander stated that the agreement did not set up any specific amount of time the The District Supervisors agreed to the rental rate of $1.50 per operating hour to be used for repair and maintenance of the dragline, and agreed to set up the sum of $900.00 to be included in the $3200.00 to be deposited in a cooperative work fund with the Forest Service. The Forest Service is to pay for repair parts and labor as needed and requisitioned by an authorized representative of the SCS. The amount requisitioned for repair parts and labor is not to exceed the amount earned at $1.50 per operating hour, unless specifically agreed to by the District Supervisors, and then not to exceed the $900.00 to be held by the Forest Service to be expended for that purpose if needed. Wallace Jones was authorized by Chairman Marshall and Clarence Lewis to execute the equipment loan agreement. Clarence Lewis moved that Chairman Edwin Marshall sign the equipment loan agreement covering the dragline. Motion was seconded by Wallace Jones and carried. A. B. Briggs pointed out that the Forest Service in handling the work with the Wells Siding CCC Camp would follow a policy of doing only work which had been mutually agreed upon by the SCS and Soil District Supervisors and to the extent of available funds, and would consult with the authorized representatives of these agencies whenever questions develop during progress of the work.
