Las Vegas - August 16, 1939 MAILGRAM Mr. Frank Strong; R e f e r r i n g to my l e t t e r July 21st t o Mr. J e f f e r s , copy to you, p a r t i c u l a r l y f i r s t paragraph page 4 concerning the lack of water f o r d e l i v e r y to the Las Vegas Ranch. Mr. Witwer, to whom our Ranch i s leased, c a l l e d on me t h i s morning i n connection w i t h urgent necessity f o r securing a supply of water at the Ranch. He advises the small spring l o c a t e d across North F i f t h Street from the Ranch has almost e n t i r e l y d r i e d up and now supplies b a r e l y enough water f o r t h e i r domestic requirements a t the Ranch. There i s no water flowing down Las Vegas Creek to the Ranch and the small s p r i n g r e f e r r e d t o does not supply enough water t o take care of his d a i r y stock. While we now have a f u l l r e s e r v o i r of water, due p r i n c i p a l l y t o the c i t y ordinance r e c e n t l y passed p r o h i b i t i n g the waste of water, i t does not appear that s u f f i c i e n t water w i l l flow over the spillway and down the Las Vegas Creek to reach the Ranch u n t i l l a t e r i n the F a l l . In order t o provide s u f f i c i e n t water f o r the d a i r y stock Mr. Witwer suggests that a w e l l be d r i l l e d on the Ranch t o a depth of about 300 f e e t which I think should be done for h i s p r o t e c t i o n as well as our own, as we receive an annual r e n t a l of $2,000 for the lease of t h i s Ranch. I f you concur i n my recommendation, w i l l you k i n d l y advise and I w i l l secure bids from l o c a l well d r i l l e r s who can d r i l l a shallow w e l l of the kind r e q u i r e d at a nominal c o s t . This w e l l would be d r i l l e d r i g h t i n the d a i r y yard and I am sure that an a r t e s i a n f l ow could be secured at t h i s depth because i t i s i n close proximity t o the well i n the cemetery which was d r i l l e d years ago and has not decreased i n f l o w , and i t i s at t h i s l o c a t i o n that Witwer i s securing water f o r his stock at the present time. I w i l l appreciate your a u t h o r i t y to secure these estimates so t h e work can be s t a r t e d as soon as possible as Witwer f r a n k l y advised me the only t h i n g he could do t o save his stock was t o vacate the Ranch and r e l i n q u i s h the lease which he i s permitted t o do under the terms of the lease as no water has reached the Ranch from Las Vegas Creek i n the l a s t two months and the spring i s p r a c t i c a l l y dry.
