    when it was necessary to plant new lawns and shrubs and felt the District should have installed meters in the older residential areas first. Manager Renshaw explained why Charleston Park had been metered first and why it was necessary for the District to bill under metered rates as soon as the meters were installed. At this time President Campbell reviewed the reasons why conservation of water is so necessary and how and why the Las Vegas Valley Water District was created. Following a general discussion of the matter, Mr. Warner asked that the Board reconsider and allow Charleston Park to pay flat rates until everyone was being billed under metered rates. He advised that they were not opposed to meters and realized they were necessary, but did not feel they should be billed now. Attorney Posin suggested the possibility of the District speeding up its two year program for metering the balance of the City, so that everyone could be billed at the same time, but much sooner than originally planned. Following more general discussion, President Campbell suggested that the Association submit their requests in writing so that the Board could study the matter without waiting for the verbatim transcript which will necessarily take some time. Mr. Warner agreed to submit the request in writing by Thursday, November 8. The President advised that the Board would then study the matter and make its decision within two weeks, not later than Tuesday, November 20. .— «? Attorney Posin asked if the District would defer billing under metered rates until a decision was reached. The Manager explained that a decision would be reached before the next billing date in Charleston Park which would be on November 25, 1956. Attorney Posin then asked that the Board make a decision on the matter now while the facts were fresh in the minds of the Directors. Following a brief discussion, a motion was duly made by Director Coulthard, seconded by Director Rosevear, and unanimously approved by the six Directors present, that the request of the Charleston Park Improvement Association in written form would be studied and disposed of within the next two weeks. The Board agreed to notify Mr. Posin of the date of the meeting when a decision will be made, and to furnish the Association with a copy of the verbatim transcript of tonight*s meeting when it is available, noting that the verbatim transcript would be placed in the District office file and made part of the record. The representatives were excused from the meeting at 9:00 P. M. Mrs. Conlon was excused at 9:05 P.M. CONTRACT NO. 5. FURNISHING WATER METERS - AWARD OF CONTRACT President Campbell advised that on October 16, 1956, bids were received for furnishing water meters, — but award had not been made due to the lack of a quorum. He asked the Manager for his recommendations for award.
