An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE NO. 635 ENTITLED "AN ORDINANCE TO PROVIDE PENALTIES FOR LATE PAYMENT OF LICENSE FEES AND OTHER MATTERS PROPERLY RELATED THERETO" BY CLARIFYING DELINQUENCIES; PROVIDING PENALTIES FOR VIOLATION; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO, was read by title and referred to Commissioners Fountain and Whipple for recommendation. An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE 559 MAKING IT UNLAWFUL FOR ANY PERSON TO DRIVE A MOTOR VEHICLE UPON A PUBLIC STREET WHILE INTOXICATED OR UNDER THE INFLUENCE OF INTOXICATING LIQUORS OR STIMULATING OR STUPEFYING DRUGS; BY PROHIBITING DRIVING A MOTOR VEHICLE WITHOUT BEING PROPERLY LICENSED; PROVIDING FOR PENALTIES UPON CONVICTION; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, having been reported on favorably by Commissioners Fountain and Whipple was read in full to the Board. Commissioner Whipple moved the above entitled Ordinance No. 653 be adopted. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. Consideration was given to the appointment of two members of the Child Welfare Board to fill the vacancies created by the resignation of Mesdames Jake Kozloff and Victor Giasson. Commissioner Whipple moved that Mrs. Harvey Dondero and Mrs. George Phillips be appointed to fill the vacancies on the Child Welfare Board. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. Commissioner Sharp moved that Mr. Ted Longley be reappointed as a member of the Board of Examiners and Appeals for a term of three years. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. At this time the proposed contract with Headman, Ferguson & Carolla for an engineering survey of the sewage facilities and needs in conjunction with the proposed expansion and construction of a new sewage disposal plant, was considered. Commissioner Whipple moved this agreement be approved, work to be commenced by July 15 and finished by August 1, 1955, and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. At this time City Engineer George Wade reported that the approximate cost for the covering of the effluent ditch running along the property owned by Mr. William Hart just off Nellis Boulevard in Section 36, would be $3,000.00. Commissioner Fountain moved that the City Engineer be authorized to install 36' pipe in front of Mr. Hart's property on Nellis Boulevard providing Mr. Hart signs a stipulation consenting that his case against the City will be dismissed with prejudice. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. Commissioner Sharp moved that application for the rezoning from R-E to R-1 of City property located in Section 36 bounded by Harris Avenue, the East City limits, Charleston Boulevard and 30th Street, be made to the Planning Commission. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker.
